The Forest Watershed Science Research Work Unit of the Southern
Research Station is recruiting a 2-yr term full-time Hydrologic
Technician. The position will be at the GS-7 level (starting

The overall research program of the Watershed Sciences Unit
includes research on watershed processes in upland and wetland
ecosystems, forest management, and wildlife and fisheries
in collaboration with universities, National Forests, and
local, state, and other federal agencies. The duty station
will be at Coweeta Hydrologic Laboratory in Otto, NC.
The incumbent will provide research support for a project
examining responses of watershed ecosystems to anthropogenic
and natural disturbances. Strong candidates for the
position will have: (1) experience and skills in field based
measurements of streamflow, soil solution lysimeters, overland
flow, throughfall, soil moisture (2) knowledge and skill in
quantitative analyses such as modeling and statistics, (3)
experience in database management and analysis.

Responsible for overseeing the North Carolina Coastal Reserve/North
Carolina National Estuarine Research Reserve (NCCR/NCNERR)
System Wide Monitoring Program. This involves maintaining,
troubleshooting, and calibrating water quality and weather
sampling equipment; planning and conducting field operations
to deploy and retrieve monitoring equipment; conducting water
quality sampling; preparing samples; and maintaining and analyzing
a multiyear monitoring dataset according to NOAA Centralized
Data Management Office protocols.
The employee takes an active role in writing grants, designing
and implementing research projects, conducting data analysis,
and preparing reports and manuscripts to support research
and monitoring activities. This position serves as the lead
monitoring technical resource for the NCCR/NCNERR which includes
occasional travel to other Reserve offices to train staff
and troubleshoot equipment. The employee is also expected
to support Reserve education and stewardship activities as
needed.
Necessary skills:
The ability to work with multiple individuals and groups;
ability to conduct activities and monitor program progress
according to university, local, state and federal policies
and procedures; ability to train, monitor and supervise other
program staff; must be able to work unsupervised for extended
periods of time; must have excellent organizational skills,
and possess highly developed written and oral communication
skills; and must have the ability to launch, operate and recover
small boats and the ability to lift ~50lb.
Minimum requirements for entry into the band:
Graduation from a four-year college; or an equivalent combination
of training and/or related experience.
Preferred Qualifications:
Graduation from an appropriately accredited four year college
or university with a degree in environmental science, ecology
or a related natural science and at least three years of related
work experience is strongly preferred.
Masters Degree in environmental science, ecology or a related
natural science; experience with data management, YSI datasondes,
fluorometric techniques, and grant writing.

Conservation Voters of South Carolina Education Fund (CVSCEF),
a statewide non-profit environmental organization, seeks an
experienced organizer to serve as the full-time Project Coordinator
for the group’s Global Warming Project.
In 2007, CVSCEF, in partnership with LCV Education Fund,
launched a major campaign to elevate global warming in the
2008 presidential primaries. The Heat Is On campaign (www.heatison.org)
has been active in South Carolina for more than a year. In
2008, CVSCEF plans to continue working to make global warming
a top priority for voters and particularly for South Carolina’s
congressional delegation.
The Project Coordinate will oversee the day-to-day planning
and implementation of the our program.
The Project Director will work closely with the Executive
Director, Board and coalition partners to recruit volunteers,
conduct outreach to opinion leaders, generate earned media,
and engage voters and the congressional delegation about the
urgency and importance of global warming.
Responsibilities:

Work with Executive Director and National LCV to develop and
implement a year-long plan to elevate global warming as a
top-tier priority in South Carolina
•
Work with coalition partners to coordinate outreach and organizing
efforts
•
Conduct outreach to non-traditional allies concerned about
global warming
•
Educate the public through town hall forums and other public
presentations.
•
Meet with opinion leaders (reporters, editorial boards, state
elected officials, donors, etc) to engage them on the threats
and opportunities associated with climate change.
Qualifications:

years experience in organizing and advocacy. Skills should
include:

Government contractor, JHT, is hiring a Program Analyst to
support the implementation of Coastal and Estuarine Land Conservation
Program (CELCP) within the National Oceanic and Atmospheric
Administration. The CELCP was established in 2002 to protect
coastal and estuarine lands considered important for their
ecological, conservation, recreational, historical or aesthetic
values. The program provides state and local governments with
matching funds to purchase significant coastal and estuarine
lands, or conservation easements on such lands, from willing
sellers.

The contractor will work as part of a team to support local
and state governments in their efforts to successfully purchase
land for conservation purposes. The contractor will manage
land conservation grants and work closely with grant recipients
to: ensure that necessary documentation is submitted; review
documents such as appraisals and title opinions; and monitor
performance. The contractor will also develop reports on program
accomplishments for the website, brochures, factsheet and
accomplishments report. The contractor will also be responsible
for communicating grants-related issues to management and

The contractor may also develop recommendations for policy

ESSENTIAL FUNCTIONS:
The Marine Restoration Specialist advances The Nature Conservancy’s
marine conservation and restoration strategies on TNC and
public lands in the Virginia barrier island/lagoon system.
S/he provides technical and scientific support for the design,
development, and implementation with key partners of all oyster,
sea grass, and other marine restoration projects at the Virginia
Coast Reserve including development of long term goals, project
measures, models, and estimates of ecosystem services values.
Related responsibilities for oyster restoration include conducting
restoration monitoring that serves as measures of conservation
success and the on-going management of all TNC-owned oyster
reefs as shellfish sanctuaries for the provision of ecosystem
services. Related responsibilities for sea grass restoration
include the design, construction, and operation of a sea grass
seed curing facility to be built in spring 2008.
DUTIES:
Specific responsibilities include but are not limited to:
1. Conduct
on-going oyster and sea grass restoration projects with partners
at VCR including development of strategies to refine and set
restoration goals (target acreages) and measures of restoration
success.
2. Conduct
on-going oyster restoration monitoring utilizing pre-defined
sampling techniques for structural and functional objectives
and continually re-evaluate and re-structure sampling techniques
as needed. Enter all data and manage existing databases for
all oyster restoration and monitoring projects, including
GIS databases.
3. Post reef
boundaries, maintain signage for TNC-owned reefs, and assist
with coordination of law enforcement activities relating to
the reefs and poaching.
4. Supervise
contractors and partners in the construction of a sea grass
seed curing facility and supervise volunteers and partners
in its on-going operation.
5. Recruit,
train, manage, and track community volunteers assisting in
restoration projects, on-going monitoring, and sea grass seed
collection, curing, and dispersal.
6. Prepare
proposals seeking private and public funding for all marine
restoration projects at VCR and complete progress reports
as required.
7. Participate/conduct
research on the provision of ecosystem services by oyster
reefs, especially the CICEET project to quantify shoreline
protection as an ecosystem service by monitoring shoreline
changes around intertidal reefs, collaborating with teams
to assess progress in shellfish restoration across states/sites,
and help collect and synthesize data on oyster reef community
structure, physical attributes, and influence on surrounding
sediments.
REQUIRED KNOWLEDGE AND SKILLS:
•
Graduate degree in biology, marine biology, marine ecology
or other science-related field and 1-2 years related experience
in marine restoration, shellfish aquaculture, or marine ecology,
or equivalent combination of education and experience. Knowledge
of the life history of oysters and/or sea grass preferred.
•
Experience managing complex or multiple projects, including
workloads and finances.
•
Ability to collect, manipulate, analyze, and interpret scientific
data and prepare reports of findings.
•
Experience working with or knowledge of coastal and marine
systems.
•
Knowledge of current trends and practices in marine conservation,
restoration, and natural resource management.
•
Experience with the safe tailoring and operation of small
boats (up to 24 feet in length) and Coast Guard regulations.
Local knowledge of the Virginia Eastern Shore seaside, tides,
and barrier islands preferred.

Good physical condition; comfortable working alone; comfortable
working on a boat; willingness and ability to work in remote
locations, sometimes during adverse conditions such as cold,
wind, heat, humidity, extended exposure to sun and biting
insects. Excellent swimming abilities; not averse to
cold water.

Experience with GPS and GIS technology and MS Office Suite,
including Word and Excel. Basic experience with data-base
management also desired.

STATEMENT OF WORK
BACKGROUND
The Fisheries Management Program (FMP) is one of nine Programs
under NOAA’s Ecosystem Goal. The Contractor will
work closely with FMP’s Program Manager, Program Coordinator,
and line office budget staff to carry out strategic planning
to identify resource needs for out-year fisheries activities.
The FMP’s foremost responsibility is the sustainable
management of our Nation’s fisheries. Integrating
widely ranging constituent needs, the FMP uses ecosystem approaches
that ensure all components of the marine and coastal ecosystems
and their interactions are considered during decision-making
and management. These decisions are also based on the
idea of sustainability to make certain that social, economic,
and environmental needs are considered over a long temporal
horizon. Through this sustainable, ecosystem approach,
FMP achieves NOAA’s ecosystem goal for marine fisheries
and supports NOAA’s strategic goal to “Protect,
Restore, and Manage the Use of Coastal and Ocean Resources
Through and Ecosystem Approach to Management.”
OBJECTIVES
The contractor will assist staff of NOAA Fisheries Management
Program in conducting strategic planning, budgeting, and performance
measurement. The contractor will work within the NOAA
Fisheries Service on the Program Planning, Budgeting, and
Execution System (PPBES) as part of NOAA’s Strategic
Plan goal of developing and implementing “an ecosystem
approach to management”. The contractor will be
provided with technical direction.
STANDARDS OF PERFORMANCE
Program Analyses and Planning
The contractor will work with the FMP Program Manager and
Program Coordinator to conduct planning, programming, and
budgeting activities under NOAA’s PPBES system.
Tasks include, but are not limited to:
•
The Contractor will provide research and analysis of FMP requirements
and capabilities.
•
As required, the Contractor will represent the Agency at meetings
of the Ecosystem Goal Team (EGT), Program Planning and Implementation
(PPI), Program Planning and Assessment (PA&E) and other
meetings and functions.
•
The Contractor will work with PPBES representatives of the
NOAA Line Offices (NOAA Fisheries Service, NOAA Research,
NOAA Ocean Service) to develop, draft and coordinate Agency
operating plans, program plans, spending plans, budgets, and
other program planning and documentation as required.
•
The Contractor will conduct performance management, including
analyses, quarterly reporting, performance measure development,
milestone development, and resource allocations to align with
organizational goals and outcomes.
•
The Contractor will support the development of the Program's
budget documents, including narratives, presentations, responses
to questions & answers, allocations of Congressional marks,
and spend plans. Also, support budgetary analyses during
planning and programming phases of the strategic planning
process.
DELIVERABLES
•
SF3 Division Chief is Task Monitor.
•
Work with the Fisheries Management Program, and in coordination
with other Ecosystem Goal Programs, to deliver the annual
Program Operating Plan, Ecosystem Goal Team Program Plan,
quarterly reports on Agency performance measures and milestones,
and other PPBES duties as assigned.
•
Communicate progress every two weeks.
MINUMUM ESSENTIAL EDUCATION
MS in environmental or marine science/policy or a related
field. Equivalent combinations of experience may be used to
meet the minimum education requirements. In lieu of
a graduate degree, comparable or specialized experience working

the Project Manager must work in close consultation with other

monitoring, ecological enhancement, habitat restoration, protection
and public access projects as identified in the Coastal Bend
Bays Plan. Participate and represent CBBEP in meetings and
community events. Assist in and support team efforts to secure
supplemental funding for programs and projects to be undertaken
by the CBBEP. Assume a key role in the preparation of the
annual work plan and associated budget. Coordinate the development
and approval of Quality Assurance Project Plans for specific
environmental projects. Work closely with contractors to assure
that contracts for projects are properly executed and associated
work is being conducted in a timely fashion, in compliance
with the terms of the particular contract.
QUALIFICATIONS: General knowledge of regional natural resource
conservation issues and experience managing projects and contracts
is required. Strong communication, organizational skills,
and computer skills are essential. Minimum education required
is an undergraduate degree in a related field; advanced degree

Responsibilities and Duties: The primary role of the
Conservation Advocate is to provide the data, research and
analysis that underlie MCBI’s policy advocacy initiatives.
The Conservation Advocate conducts research on ocean policies,

and practical ways to improve resource management. He
or she also is part of MCBI’s policy team that advocates
MCBI legislative initiatives, often in cooperation with other

Specific duties include:

The position entails significant local travel to appointments,
meetings and conferences, some all-day lobbying on Capitol
Hill, and occasional travel by plane to predominantly domestic
locations for periods of 3 to 7 days. The normal working
day is 8 hours, but during intense activity periods, longer
days and the occasional weekend will be necessary.
Qualifications: The ideal applicant is a results-oriented
individual who wants to make a difference in the ocean conservation
field, has several years experience and success in the field
or related endeavors, and is familiar with or attracted to
the strategic role nonprofit conservation organizations play
in the public policy arena. The individual should be comfortable
handling a variety of tasks (both team-centered and self-directed
projects). Computer knowledge and skills is a must,
as is the ability to obtain information from a variety of
sources, diplomatically but effectively, and to disseminate
information to others. The applicant should have strong
writing and editorial skills, effective interpersonal communication
skills, and be well-organized. A Master’s degree
in marine science (preferably biology or ecology or fisheries),
marine policy, political science or related field (e.g., law)

The CBBEP, established in 1993, is committed to protecting
the bays and estuaries of the Texas Coastal Bend through the
implementation of the Coastal Bend Bays Plan. The CBBEP is
working to protect and restore the productivity of the bay
system in partnership with local governments, other non-profit
organizations, industry and state and federal resource agencies.
BASIC FUNCTIONS: The Project Manager is responsible for working
in concert with other CBBEP staff towards accomplishing CBBEP’s
goals described in the Coastal Bend Bays Plan through the
development and implementation of conservation programs and
projects, and manage multiple projects concurrently. Furthermore,
the Project Manager must work in close consultation with other
program staff, advisory committees and state and federal resource
agency personnel and will serve as staff support to one of
the “Implementation Teams”.
SPECIFIC RESPONSIBILITIES: Develop and manage projects associated
with ecological conservation efforts such as water and sediment
monitoring, ecological enhancement, habitat restoration, protection
and public access projects as identified in the Coastal Bend
Bays Plan. Participate and represent CBBEP in meetings and
community events. Assist in and support team efforts to secure
supplemental funding for programs and projects to be undertaken
by the CBBEP. Assume a key role in the preparation of the
annual work plan and associated budget. Coordinate the development
and approval of Quality Assurance Project Plans for specific
environmental projects. Work closely with contractors to assure
that contracts for projects are properly executed and associated
work is being conducted in a timely fashion, in compliance
with the terms of the particular contract.
QUALIFICATIONS: General knowledge of regional natural resource
conservation issues and experience managing projects and contracts
is required. Strong communication, organizational skills,
and computer skills are essential. Minimum education required
is an undergraduate degree in a related field; advanced degree
preferred. Must have driver’s license valid in the State
of Texas. Salary is commensurate with experience and education.

will have shared responsibilities in the marine geology and
geophysics area and watershed science and management. Coastal
Carolina University is a public liberal arts institution,

Position responsibilities include: construction and maintenance
of scientific data archives including setup and maintenance
of an internet mapping server to facilitate access to community
datasets and for research and education outreach; analytical
treatment of spatial data and development of GIS map products;
development and maintenance of Center web pages; and participation
in data collection, reduction and analysis as appropriate.
The successful candidate will have a M.S. degree in the Natural
Sciences, Computer Science, or related fields, and at least
1 year of proven database development, web, and GIS experience.
Preferred skills include: knowledge and experience programming
in a GIS/spatial database environment using ESRI software
(e.g., ArcIMS, ArcGIS server and the ArcGIS 9.x object models);
familiarity with programming logic, database management, computer
operating systems, and networks; ability to write complex
custom applications using languages such as Visual Basic,
Java, C++, or related; understanding of RDBMS (e.g., Oracle,
SQL Server) protocol and ability to use RDBMS tools to create,
install and maintain custom database applications. Strong
communication skills and ability to interact with a team of
scientists and science students of diverse backgrounds and
skills, as well as the ability to produce results under tight
deadlines.

West Virginia Rivers Coalition works to protect water quality
throughout the State of West Virginia. Because the State is
the source of many rivers that drain into the Ohio and Potomac
watersheds, water quality in the State impacts water quality
for millions of individuals.
Candidates for the Conservation Director position should
have an understanding of the Clean Water Act and other water
quality regulations that impact water resources in the State.
The director will be responsible for a broad range of duties
including: monitoring and reviewing State-wide water pollution
permits; monitoring legislative activities; participation
in public and stakeholder meetings; providing public education
and outreach programs; and fielding concerns and questions
from citizens. The director will work closely with the Executive
Director to implement grant-funded projects and will assist
in grant-writing activities. The director will develop and
maintain extensive ties with assorted organizations to build
a successful watershed movement in West Virginia.
