Responsible for the direction and coordination of the environmental sustainability activities of the City Charleston by performing the following duties personally or through employees.

- Assists the Mayor and the Director of the Department of Planning, Preservation and Sustainability in the creation of short and long-range planning goals and objectives related to sustainability of all City operations and advocacy of sustainability to the Charleston community.

- Develops and supervises the implementation of policies and procedures related to the sustainability of all City operations and advocacy.

- Oversees the creation, implementation, evaluation and revision of the City’s Climate Protection and Sustainability Plan including coordinating with the Mayor, Department Directors, the Charleston Green Committee, local non-profits and the business community.

- Establish target goals for achieving climate neutrality as soon as possible.

- Oversees regular update of assessment of climate impact and reporting of City government and community’s climate impact inventory.

- Continue to identify assets and existing success of the City’s campaign to become more sustainable and reduce GHG emissions.

- Evaluates City policies, ordinances and operating procedures to ensure they comply with the City’s Climate Protection and Sustainability Plan.

- Prepares budget for Sustainability Division and directs expenditure of division funds and keeping of division records.

- Monitor progress and outcomes of sustainability programs throughout the City and its departments.

- Annually prepares recommendations for energy savings that will directly and indirectly lower (through avoided costs) the City’s budget in the short- and long-term.

- Coordinates the City’s energy efficiency. Provides technical expertise on sustainability for City capital projects, procurement and design review initiatives.

- Identifies, develops and supports grant requests to implement sustainability initiatives.

- Responds to inquiries from internal and external customers.

- Serves as primary staff liaison to the Charleston Green Committee.

- Facilitates and provides advisory assistance to the Green Committee and the Staff Green Team.

- Serves as a primary spokesperson for City sustainability issues and opportunities.

- Performs other duties as assigned.

Requires:

Master's degree or 8-10 years of related experience leading, creating and implementing initiatives/sustainability programs. Preferable to have extensive background in at least three of these disciplines and some experience in all: green building techniques/standards; green purchasing; smart growth and/or sustainable urban design; life cycle analysis; metrics for evaluating the benefits of policy implementation; natural environmental management systems; waste reduction; municipal contracting; business development; market economics; government processes; fundraising and grant writing.


Advanced knowledge and progressively responsible work involving policy analysis, environmental planning, and project management. To perform this job successfully, an individual must have a working knowledge of Microsoft Windows, Outlook, Excel, Word or similar software and climate protection analysis software. A working knowledge of GIS software, such as Arcview, is valuable.

Position Title: Waccamaw River Blue Trail Organizer

Objectives

The Organizer will work closely with American Rivers, Winyah Rivers Foundation’s Waccamaw RIVERKEEPER®, and the Pee Dee Land Trust on a new collaborative effort to establish the Waccamaw River Blue Trail in South Carolina. Blue trails are the river equivalent to hiking trails. They promote public use of rivers for recreation, raise public awareness of the benefits of hometown rivers to their communities, and foster a stewardship ethic among citizens.

The Organizer will execute an integrated campaign to establish the Waccamaw River Blue Trail as a vehicle to: (1) build on and increase education to citizens, local governments, and elected officials of Horry and Georgetown Counties about the importance of the river as a community asset; (2) increase community involvement in the river’s health; and (3) explore and promote options for land protection along the river. Our goal is to safeguard the river and its public benefits through the protection of natural landscapes. We believe the Waccamaw River Blue Trail will serve as an innovative model for how to protect land and rivers. The position offers an excellent opportunity to build on existing outreach, policy advocacy, and communications skills.

Consultant Role and Responsibility

1. Conduct an analysis of conservation opportunities in Horry and Georgetown Counties emphasizing the blue trail focus area.
2. Develop a strategy for building on existing efforts involving land conservation and watershed stewardship.
3. Work with stakeholders, including city and county councils, civic leaders, and others to develop the Waccamaw River Blue Trail.
4. Facilitate community meetings on the blue trail with focused discussion on land protection tools.
5. Identify existing and needed access points and special points of interest (e.g. cultural, ecological, and historic sites) along the river.
6. Assist in creating a blue trail map and interpretative guide.
7. Work with stakeholders, including city and county councils and others to encourage land protection and riparian buffers through educational and incentive programs, regulations, recreation plans, and economic development and infrastructure plans that facilitate the protection of the Waccamaw River corridor.
8. Work with stakeholders to promote the blue trail and land conservation successes to local and state tourism agencies, the media, and others as a model that can be replicated elsewhere.

Consultant Requirements and Minimum Qualifications:

1. Familiarity with the political and social dynamics in Horry and Georgetown Counties.
2. Significant knowledge and experience with environmental policy and advocacy.
3. Demonstrated ability to communicate effectively and work collaboratively with diverse constituencies and stakeholders including local municipalities, conservation groups, landowners, and volunteers.
4. Highly organized and able to juggle multiple priorities and meet deadlines.
5. Respect for diverse viewpoints and good listening skills.
6. Demonstrated ability to work independently with limited direct supervision.
7. At least 3 years of experience in a relevant field.
8. Advanced degree or professional certification in a relevant field is preferred.
9. Ability and willingness to paddle the river and transport gear as needed.
10. Ability to work evenings and weekends.
11. Passion for rivers and healthy South Carolina communities, and a sense of humor.

Time Frame:

This is a full-time (40 hours/week) contract position. We anticipate the project’s duration to be 3 years, funding permitting. The Greater Conway area is preferred as the base for this position.

Aquatic Plant Survey Researcher - WI

Job Description:

Lead research for Lake Wissota full aquatic plant survey. Lead researcher will supervise assistant field researcher and work with volunteers of all ages and abilities. Work closely with Lake Wissota Improvement and Protection Association (LWIPA) to determine the parameters best suited for the needs of their Aquatic Plant Management Plan in regards to the plant survey.

Desired skills, background, etc:

Lead Researcher must have the ability to conduct work aboard a small watercraft for an entire day in the summer heat. A strong background in aquatic plant identification or good working knowledge of and course work in plant taxonomy is necessary. Candidate must have a bachelor’s degree in biology, natural resources or related field; a master's degree is desired. Knowledge of MS Office (Excel, Word, Access, PowerPoint) and other basic computer skills is required. Familiarity/experience with GPS and GIS is essential. Good driving record and experience (or willingness to learn) hauling watercraft, launching watercraft, and operating watercraft. Enthusiasm, friendliness, and ability to communicate effectively are vital. Researcher must be able to work independently and as part of a team. Good organizational and time management skills are a plus.

Background:

In 2005 a full plant survey was conducted on Lake Wissota in Chippewa County to determine the effects of winter draw downs on aquatic plant communities. In the summer of 2009, Lake Wissota will again have its aquatic plant community surveyed. The Lake Wissota Improvement and Protection Association (LWIPA) is facilitating this as a portion of their lake management plan. A lead researcher and an assistant shall be hired to conduct the monitoring over the course of the 2009 summer.

The Lead Researcher's duties shall include the following:

• Obtain GPS locations to duplicate 2005 survey sites
• Partake in field training, if needed, with the Citizen Science Center staff and/or with the DNR
• Finalize methods to be used for the plant survey with the DNR
• Review literature from previous studies on Lake Wissota
• Meet with and coordinate with the research assistant on the project outline and with any monitoring to be conducted over the course of the summer
• Supervise the assistant researcher
• Conduct aquatic plant survey documenting all species observed, densities, locations, substrate present, and depth of water from June
1 to September 1, 2009 at all sample sites
• Take GPS locations of any aquatic invasive species found
• Take pictures of assistant and volunteers being trained and conducting sampling
• Maintain all sampling equipment, including the boat, motor, and transport vehicle
• Plant specimens that are collected shall be recorded in a plant log book kept by the lead researcher to start a Lake Wissota collection
• Recruit and supervise volunteers
• Present survey findings upon the request of LWIPA or the Citizen Science Center
• Provide a year-end summary report of the project before January 1, 2010

The Smithsonian Institution National Zoological Park's Conservation and Research Center is seeking two well-trained field botanists to conduct plant surveys for several field research projects during 2009. The individuals would be responsible for resurveys of a variety of vegetation plots used in ongoing studies of the effects of white-tailed deer and invasive species on native plant communities. Field work will be conducted in forest, old field and agricultural habitats in Maryland and northwestern Virginia.

Required qualifications:

B.S. in botany, forest ecology, plant ecology, natural resources, conservation biology or a closely related field; M.S. degree preferred. Excellent knowledge of the taxonomy and identifying characters of the plant species of eastern U.S. deciduous forests and/or the mid-Atlantic region; ability to work independently in sometimes hot and humid conditions, supervise field assistants, follow established survey protocols, and collect detailed and accurate data. Additional desired skills: experience with botanical field surveys, voucher specimen collection and preparation, and field and GPS-based mapping.

Duration, compensation and work location:

Duration - early May through October 2009. Salary ~$1,500 - 2,000/month, depending on qualifications. The employment location will be at the Smithsonian National Zoological Park's Conservation and Research Center (CRC) on the outskirts of Front Royal, VA. The CRC is beautifully situated in the foothills of the Blue Ridge Mountains adjacent to Shenandoah National Park and the George Washington National Forest. Multiple outdoor recreational opportunities abound in the area, and the cultural attractions of Washington, DC are an easy 1-1.5 hour drive to the east.

Fisheries Biologist/Estuarine Scientist Position

EXPERIENCE AND QUALIFICATIONS

The Apalachicola National Estuarine Research Reserve (ANERR) is seeking an individual with experience in estuarine fish population dynamics to run the Reserve’s trawling program. The successful candidate should have a strong background in the identification of estuarine fish and benthic macro-invertebrates, database management, statistical analyses of data and writing for publication. A Masters degree in marine biology/fisheries science is preferred.

This position assists the research coordinator in the development, implementation, and evaluation of research, monitoring and resource management programs, including the writing of reports and grants. This person will also assist with the Reserve’s monitoring programs including the NERR System-Wide Monitoring Program (water quality, nutrients and meteorological), listed species (sea turtles and nesting migratory shorebirds), oysters (population dynamics) and invasive species.

LOCATION

The position is located in the Florida Panhandle in the Eastpoint/Apalachicola area, located along the coast approximately midway between Tallahassee and Panama City. The Apalachicola National Estuarine Research Reserve is a partnership program between the Florida Department of Environmental Protection and the National Oceanic and Atmospheric Administration and is one of 27 Reserves nationwide.

EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES

- Knowledge of estuarine ecology and the dynamics of how estuaries function with regard to the interaction of physical, chemical, and biological components.
- Knowledge of the procedures, techniques and equipment used in a scientific laboratory.
- Knowledge of field techniques involving the sampling of physical, chemical and biological parameters using dataloggers, water samplers, trawls and other field gear.

ASSISTANT WILDLIFE BIOLOGISTS (3) needed to conduct marsh bird surveys (rails and bitterns) at 6 National Estuarine Research Reserves in both the northeastern and southeastern United States from March through June.

Duties will include early morning and evening surveys for marsh birds (on foot, by kayak, and motor boat) and data management. Some night work may also be required. Housing and field vehicles provided.

Salaries range from $1650 - $1800 per month depending on experience. Prior field experience, experience with boats, and the ability to identify birds by sight and sound are preferred, but not required. Applicants should also be able to work independently in relatively remote field conditions.

VASG is located at the Virginia Institute of Marine Science (VIMS), the Commonwealth’s marine-resource advisor and home to the College of William & Mary’s School of Marine Science.

VASG advances the sustainable use of coastal and marine resources by funding research, conducting extension and education activities, and producing communication materials. As a critical member of the VASG team, the communicator will complement existing strengths in writing and editing, publication design and production, and web-based communication, while filling gaps in media relations, use of interactive online strategies (e.g. blogs, social networking), photography, and/or other communication fields. Duties:

Responsibilities:

- Provide project management, technical oversight and scientific expertise to support NOAA's restoration activities funded through the American Recovery and Reinvestment Act of 2009, which will provide funding nationwide for habitat restoration projects benefiting living marine resources. Projects funded through the Stimulus Package may involve restoration of marine shorelines, tidal and freshwater wetlands, anadromous fish passage (dam removals and fish ladders), riparian/riverine habitats, shellfish, and coral reef

- Provide technical expertise to funding recipients in the implementation, oversight, and evaluation of individual projects including field investigations (including site evaluation and baseline assessments), reviewing modeling reports and engineering plans, monitoring project scopes of work, evaluation of design and construction plans, construction oversight and post-construction evaluations

- Assist with Federal regulatory compliance (e.g. NEPA, and ESA compliance) and assist funding recipients with Federal, state, and local regulatory compliance

- Assist with public outreach on the progress and outcomes of funded projects

- Review and process grant applications through NOAA's Grants Online electronic management systems, and work cooperatively with field staff to monitor project progress and maintain projects on schedule

- Monitor project budget expenditures in addition to providing periodic reports on project progress and budget

- Close interaction with various components of NOAA, other federal, state and local government agencies, academic institutions, and non-profit organizations will be an important responsibility.

Requirements:

Note: Headquarters versus field-based positions require a different balance of skills amongst the following overall list of desired qualifications:

- Knowledge of coastal and riverine ecosystems of a particular U.S. region (Northeast, Mid-Atlantic, Southeast, Gulf of Mexico, Northwest, Southwest, Hawaiian Islands, Alaska, or Caribbean) and life histories and habitat requirements of fish and shellfish within that region

- Strong background in wetland and/or river/anadromous fish restoration and resource management

- Technical skills in fish passage, geomorphology, hydrology/hydraulics, wetland ecology, or fisheries biology

- Strong project management skills including project scheduling, budgeting, contract and/or grants management, and ability to handle multiple, concurrent, and competing projects and responsibilities

- Strong oral and written communication skills, including the ability to communicate clearly with non-scientists

- Experience with state and federal regulatory processes

- Experience working on interdisciplinary teams

- Willingness for occasional travel within a region is required
