South Carolina Sea Grant Consortium
The South Carolina Sea Grant Consortium, in partnership with North Carolina Sea Grant, and the Carolinas Integrated Sciences and Assessments program, is seeking a Regional Climate Extension Specialist for its South Carolina Sea Grant Extension Program (SCSGEP).
The South Carolina Sea Grant Consortium, in Charleston, SC, is a university-based state agency established in 1980 to optimize the environmental, social, and economic potential of the coastal and marine resources of the state and region through the support of high-quality research, extension, and education programming.
Responsibilities
The climate specialist will extend science-based information to coastal communities, resource managers and interest groups in North and South Carolina. The specialist will also contribute to related research motivated by community needs and provide hands-on operational and technical support for coastal climate issues addressed by North and South Carolina Sea Grant Extension, and the Carolinas Integrated Sciences and Assessments (CISA) program. In addition, the specialist will take a leadership role in the development of a Sea Grant national climate extension network. The specialist will report to the Extension Program Leader at the South Carolina Sea Grant Consortium. Plans of work are developed by the specialist and program team. Formal job evaluations are conducted jointly with the South and North Carolina extension program leaders and researchers of CISA at the University of South Carolina – Columbia (USC).
Specific Duties
• Develop and conduct Extension programming for climate-related issues in coastal North and South Carolina.
• Work with USC and other research faculty to design and conduct interdisciplinary applied climatology research and extension projects.
• Plan, conduct, and evaluate climatology extension programs, public seminars and workshops for stakeholders in the Carolinas.
• Provide leadership for the development of a Sea Grant national climate extension network.
• Give formal and informal presentations at national conferences and workshops.
• Travel within the coastal region to meet and interact with client groups, identify their needs, and develop solutions to climate-related issues.
• Prepare performance-based program objectives, benchmarks, program evaluations, and other programmatic reports as required.
• Develop grant proposals to fund climate extension projects.
Qualifications
Applicants should have a Masters or Ph.D. degree in geosciences, atmospheric sciences, coastal policy or related field with an enthusiasm for extension/outreach with coastal clientele groups. Excellent knowledge of climate science and climate change issues is required. Equally important is a strong commitment to and experience in communicating those issues and science information to non-scientists. Computer and communication skills (written and oral) are essential. Experience in public outreach/extension is highly desirable.
Location
The location of the position is negotiable based on the needs of the program and candidate.
Potential locations for this position are Charleston, SC and Columbia, SC. The geographic areas served by this position are the coastal regions of North and South Carolina. Travel required.

Duration

Overall Function: The Policy Associate, based in the Washington, DC office, will be member of Environmental Defense’s Oceans Program working in a multi-disciplinary setting to formulate and implement strategies to advance conservation practices and policies with respect to the trade of corals and coral products. The successful candidate will have an understanding of ocean conservation problems and solutions and a strong interest to advance policies on Capitol Hill and with leading federal oceans agencies, including NOAA.
Primary Responsibilities:
• Track and research proposed federal ocean policies in Congress and the Administration and provide regular updates to Oceans Program staff.
• Draft background documents and memos for key policy-makers on priority ocean conservation issues.
• Update and maintain a database of key Congressional and Administration ocean staff persons.
• Schedule and participate in meetings with fisheries and ocean policy staff in Congress and in the agencies.
• Work closely with the National Policy Director, policy consultants, and others in the Oceans Program to coordinate outreach and education to leading policy-makers and staff.
Qualifications:
• Bachelor’s degree required (advance degree preferred) in environmental studies, natural resources management, communications, politics or other related field.
• General understanding of ocean science, management, and conservation.
• Possess strong organizational and people skills, be a self-starter, but able to work closely with Directors and other staff in a highly energetic and changing environment.
• Must have excellent written and public communications skills, good computer skills, and the ability to work independently.
• Strong commitment to ocean conservation.
Term: This is a one-year term position.

Background
Under the National Coastal Zone Management Program (CZMP), the National Oceanic and Atmospheric Administration (NOAA) and 35 state and territorial partners implement comprehensive programs to:
• Protect natural resources;
• Manage development in high hazard areas;
• Maintain and improve coastal water quality;
• Provide public access for recreation;
• Redevelop urban waterfronts and ports, and preserve and restore historic, cultural, and aesthetic coastal features;
• Simplify and coordinate governmental decision-making actions; and
• Assure that the public and local governments participate in coastal decision making.
The Coastal Programs Division within NOAA's Office of Ocean and Coastal Resource Management administers the CZMP at the federal level. The Coastal Programs Division is responsible for advancing national coastal management objectives and maintaining and strengthening state and territorial coastal management capabilities. It supports states through financial assistance, mediation, technical services, and participation in priority state, regional, and local forums.

Protecting life and property from the effects of coastal hazards is a primary goal of the CZMP. All state CZM programs implement policies to manage the impacts of coastal hazards and to maintain the natural protective features of coastal resources such as beaches, dunes, and wetlands. Also, activities undertaken by state and local CZM programs are integral to building community resilience defined as, “the capacity of a system, community, or society potentially exposed to hazards to adapt, by resisting or changing, in order to reach and maintain an acceptable level of functioning and structure.” These include mapping, modeling, and data distribution; development and administration of state and local regulations, plans, and policies that guide land and other resource use decisions; community education and outreach activities; vulnerability assessments, including social vulnerabilities; and emergency response and community recovery.
Coastal Management and Coastal Hazards Specialist
The Coastal Programs Division is seeking to fill a contract position through JHT, Inc., for a Coastal Management and Coastal Hazards Specialist. The individual selected for the position will support the Coastal Programs Division, NOAA, and state Coastal Zone Management Programs, in all areas, focusing especially on coastal hazards.
The contractor will:
• Serve as liaison to one or more state Coastal Management Programs, providing financial and programmatic oversight, technical assistance to the program(s); ensure program(s) are adhering to relevant federal regulations and are implementing state authorities as approved; ensure program(s) are up to date and review proposed changes to program(s); communicate state program issues, successes, challenges, etc. to appropriate forums.
• Maintain regular communication with coastal hazards staff of all states to ensure they have input on and are aware of relevant NOAA activities.
• Collect, compile, analyze, and present data on state and local coastal hazard policies, information gaps, technical assistance needs, etc.; establish and maintain regular communication with state and NOAA coastal hazards and community resilience staff to accomplish this task.
• As member of Coastal Programs Division Hazards Team, participate in various NOAA and other hazard initiatives; provide additional support to Coastal Programs Division Climate Change Team as needed.
• Represent the CZMP, the Coastal Programs Division, and NOAA in a variety of hazards forums; respond regularly to queries for relevant information.
• Assume responsibility for producing and maintaining communications and outreach materials for coastal hazards such as web pages, factsheets, accomplishments reports, and other publications, as appropriate
• Prepare briefing materials for a range of audiences.
Desired Knowledge and Experience
• MA or MS and two years professional experience required. Experience and education should be in natural hazards and any one of the following: coastal management; environmental policy; public policy; marine or coastal sciences; or natural resource management.
• Knowledge of the CZMA and other NOAA programs
• Knowledge of natural hazard programs implemented by the Federal Emergency Management Agency (FEMA) and other federal agencies, e.g., U.S. Army Corps of Engineers, U.S. Department of the Interior, etc.
• Demonstrated experience in coordinating programs across a geographically diverse, partnered network of agencies or organizations.
• Demonstrated experience working as a member of a team.
Skills and Abilities
• Analytic abilities and communication skills necessary to address complex issues, policy applications and relationships that commonly occur in networked, State-Federal partnership programs;
• Ability to communicate effectively orally and in writing, with an emphasis on the need to tailor material to a range of audiences;
• Ability to work effectively as a member of a team in the Coastal Programs Division and across NOAA;
• Ability to network effectively to identify program resources, opportunities and assistance for coastal managers and staff.
Travel Requirements
The position requires periodic travel (approximately 2-4 trips per year lasting 3-4 days each) to participate in national and regional CZM and related meetings, occasional state visits, and attendance at professional conferences.
Oversight
The Contractor will perform work on a daily basis under the direction of the Coastal Programs Division Chief and Coastal Hazards Team Lead. The Contractor will receive orientation relating to the above listed tasks. The Coastal Hazards Team Lead will assume overall responsibility for oversight of work performed under this agreement, and will meet with the contractor on a regular basis to monitor performance and provide support. The Office of Ocean and Coastal Resource Management’s Contracting Officer's Technical Representative (COTR) will serve as point of contact for JHT for all administrative matters.

The Fisheries Leadership & Sustainability Forum is seeking a Curriculum Director to develop a curriculum and case studies for semiannual two-day workshops for regional fisheries managers. This is a joint effort between Stanford University's Center for Ocean Solutions managed by the Woods Institute for the Environment, the Nicholas Institute for Environmental Policy Solutions at Duke University, and Environmental Defense Fund. The Forum will assist members of U.S. Regional Fisheries Management Councils in building leadership skills and support networks, and increasing their understanding of the science, economics, and policy that affect fisheries management. The Forum will also provide on-going support and tools to assist participants with their work on the councils.
Overall Function: The Curriculum Director will be responsible for overseeing the content and curricula of the Fisheries Forum. He/she will independently design, develop, and manage implementation of an interdisciplinary, case study curriculum for the Forum, working closely with the Forum partners and a broad range of faculty members from Stanford University, Duke University and across North America. This person will determine the content and continually improve the curriculum and materials used in the Forum’s bi-annual educational workshops based on feedback from participants, faculty, and Forum staff.
Key Responsibilities:
• Design and develop an interdisciplinary curriculum as per established goals. Determine how best to use case study approach to illustrate various principles of sustainable fishing and lead the development of case study materials for these events.
• Interact closely with faculty at Stanford, Duke and Environmental Defense Fund to develop curriculum and teaching notes
• Research, write and refine case studies
• Run meetings related to Fisheries Forum curriculum development with partner organizations
• Plan, review and improve Fisheries Forum
• Work very closely with the Duke's Ongoing Support Director
• Work with all Fisheries Forum contacts
Experience & Qualifications:
• A Master's degree, or similar advanced degree, plus at least 3 to 5 years of related experience. Preference will be given to an attorney, scientist or policy specialist who has experience interviewing, researching and organizing a diverse array of data into a case study.
• Excellent oral communications and outstanding writing skills.
• Ability to work individually and effectively manage a diverse team of faculty and staff.
• Experience in oceans and/or fisheries science, economics, or policy. Knowledge of US fisheries management issues and curriculum development desired.
Salary: Commensurate with experience.
Start Date & Location:
The position will begin in May 2008 for a one year fixed term with possibility of extension. Compensation will be commensurate with applicant's experience. Bachelors Degree in Biological Science or area of fisheries, aquaculture, marine policy, coastal management, marine recreation, resource development, marine biology, or resource economics, related field is required. A Masters Degree in the one of the above fields or public policy or business is preferred. Extension programming or adult education experience is also desired.

Duties will include: field sampling, sample processing and analysis, quality control procedures, instrument calibration and data management. The following parameters are routinely measured: bacteria, chlorophyll, nutrients, BOD5, organic carbon, turbidity, pH and alkalinity. Field measurements are made with in-situ meters. Applicants should be able to participate in research cruises, train others in sampling and analytical techniques, and interact effectively with students and volunteer monitors.

Job Description:
The Program Scientist is an interdisciplinary specialist who works as part of a team to implement the Comprehensive Conservation and Management Plan (CCMP) and annual workplan. The position is primarily responsible for staffing the Technical Advisory Committee (TAC) and managing and implementing CHNEP’s research, restoration, monitoring, and data management activities. The Program Scientist reports to the CHNEP Director.
Principle Duties:
• Develops, refines, and implements CCMP activities related to research, restoration, monitoring, and data management. Coordinates with CHNEP partners so that the study area has consistent and comparable data.
• Manages CHNEP’s technical projects including developing and refining projects through the Management Conference, advertising scopes of work, and managing projects.
• Manages the inter-agency Coastal Charlotte Harbor Monitoring Network, including performing annual field audits.
• Organizes technical workshops and conferences. Ensures that proceedings are published.
• Serves as staff to the CHNEP Technical Advisory Committee, including developing agenda packets, minutes, and coordinating with TAC Chairs. Aids with the Management and Policy Committees as needed.
• Researches, compiles, analyze and display data for problem solving and publication.
• Presents information in various forums and formats.
• Attends and participates in various meetings related to research, restoration, monitoring, and data management throughout the watershed and elsewhere.
• Works cooperatively and positively with a variety of disciplines including elected officials, scientists, and citizens, including presenting scientific information in meaningful ways.
• Contributes to public outreach materials such as writing articles for the program newsletter and website, providing technical reviews of materials that are produced for the public, and responding to inquiries from the public.
• Contributes to grant and funding applications.
• Performs related work as required.
Qualifications:
Bachelor’s degree in Environmental Sciences, Marine/Freshwater Sciences, Biological Sciences Natural Resource Management, natural science and/or a closely related field, or an equivalent combination of education plus five (5) years experience that provide the required knowledge, skills and abilities. Proficient in Microsoft Office programs. Prefer proficiency in statistics, graphic representation, and Geographic Information Systems. A valid Florida Driver’s License is required.

An internship project is available at the U.S. Environmental Protection Agency’s (EPA) Region 6 Water Quality Protection Division (WQPD) in Dallas, Texas.
Marine and Wetlands Section: The EPA Region 6 Marine and Wetlands Section, under the supervision of a chief, manages and conducts key coastal activities under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA), National Estuary Program, the Gulf of Mexico Program, the Coastal America Initiative, the Coastal Zone Management Act, and the Marine Protection, Research and Sanctuaries Act. This Section provides regional expertise on a variety of coastal and marine issues ranging from international to national, regional and local estuarine management programs. The Section provides guidance and technical assistance on marine and estuarine issues to the Ecosystems Protection Branch of WQPD and other regional counterparts.
CWPPRA Team: Under the leadership of a team leader, the CWPPRA team provides for the technical management of the CWPPRA program. This program oversees the planning, engineering, design, construction, and monitoring of important coastal wetland restoration projects across the Louisiana coast. This includes support of the Region 6 membership on the CWPPRA Task Force which is made up of EPA, U.S. Fish and Wildlife Service, Corps of Engineers, USDA, NOAA, and the Office of the Governor of Louisiana. The team provides technical oversight of the federal funds assigned to EPA by the Task Force for planning and project activities. The team also designs and implements coastal wetland restoration and barrier island construction projects assigned to EPA by the Task Force. The team coordinates with other regional organizations for grants funding and to comply with National Environmental Policy Act requirements. The team provides project management for EPA-sponsored CWPPRA projects and provides expert advice and assistance in the identification and development of innovative or improved strategies for coastal restoration and protection projects.
The Team maintains close communication and coordination among federal, state and local agencies, academia, public citizens, non-governmental organizations, industry and other interests related to coastal Louisiana ecosystem protection. The team consults and coordinates with other engineers, scientists and attorneys in the agency and those of other agencies who also are considered experts in coastal issues. Team members respond to inquiries from congressional representatives and the general public concerning the interpretation and application of new plans and policies designed to meet program objectives. The team analyzes scientific and technical environmental issues and/or performs work involving the review and implementation of environmental standards and regulations.
Specific Tasks: The intern will be involved in the activities of the CWPPRA team within the Marine and Wetlands Section. The assignments require involvement with multiple federal agencies, state and local governments, fellow team members and offices within EPA, nonprofit organizations, and other stakeholders in the protection, management, and restoration of wetland resources.
The intern may be involved in the following activities that support EPA’s efforts on coastal wetland restoration activities:
(1) Supporting the CWPPRA team which will provide the intern opportunities for participating in the development of new EPA-sponsored restoration projects for consideration on annual Priority Project Lists including field sampling, research and data gathering, project map and fact sheet preparation, and interagency coordination;
(2) Providing support to EPA project managers responsible for the implementation (engineering/design, construction, and monitoring) of existing EPA-sponsored CWPPRA restoration projects;
(3) Participating in providing support to the activities of EPA’s CWPPRA Environmental and Engineering Workgroup members.
Expected Results: This internship will provide exposure to a broad range of environmental and policy issues surrounding wetlands protection and restoration. The intern will have the opportunity to learn and participate in implementation, outreach, and partnership activities related to EPA’s wetlands restoration programs. Through this internship, the intern will have a better understanding of how EPA implements programs to increase understanding and restoration of the functions and values of coastal wetlands.
Intern Qualifications and Skills: The applicant should have received a master’s degree in a related science or engineering field within five years of the desired starting date. The intern should have knowledge of wetlands ecosystems, related restoration programs, and/or coastal engineering. Experience with Microsoft Office (including PowerPoint) is highly desirable. Excellent oral and written communication skills are essential. This position requires technical and policy analysis skills. The intern must have the ability to perform under tight deadlines and on multiple projects.
