The Environmental Studies Program at Wellesley College invites applications for a Program Coordinator. The Program Coordinator will work closely with faculty and students to strengthen the program’s extracurricular activities and ties to the community in ways that enhance the academic curriculum.

The person in this position will create experiential opportunities to complement ES courses, facilitate student research and internship opportunities, and coordinate extracurricular programming. Other responsibilities will include building relationships with area institutions, representing the program at conferences, and helping to identify and apply for additional funding for resources for the program. In addition to bringing enthusiasm for the program’s broader goals, the person in this position will also be responsible for the day-to-day administration of the ES program, including budgeting, scheduling and organizing events and meetings, overseeing student assistants, and performing other administrative tasks, working directly with the Program director.

We are seeking an individual with a vision for environmental studies in the liberal arts context to join our expanding program. Schedule: full-time, 11 month per year, 4-year term position that may be extended pending future funding. Starting salary $53,000.

The Consortium for Ocean Leadership is pleased to announce the search for a Program Associate to support the Science and Federal Coordination Programs with a focus on the activities of the National Oceanographic Partnership Program (NOPP), a collaboration of fifteen federal agencies that provide leadership and coordination of national oceanographic research and education initiatives. This is a regular, full-time, non-exempt position.

As the individual responsible for the efficient administrative operations of assigned program(s), the Program Associate:

1. Organizes, attends, and reports on meetings and workshops of national and international steering committees, governing councils, and working groups associated with the ongoing programs.

I. M. Systems Group, Inc. (IMSG) - www.imsg.com - is seeking to hire an Aquatic Biologist familiar with ArcGIS to work at the National Marine Fisheries Service Southeast Regional Office (SER) Habitat Conservation Division to develop maps, information, and studies needed to support fishway prescriptions and assessments of the quantity, quality, and distribution of riverine habitat used by diadromous fish.

Under the Federal Power Act and Energy Policy Act, the NMFS Southeast Regional Office (SER) works with the Federal Energy Regulatory Commission (FERC) to issue prescriptions for fishways at hydroelectric facilities. These prescriptions are part of licenses FERC issues for the hydropower facilities. Based on SER's recommendations, the licenses may also include other terms and conditions designed to protect habitat used by diadromous fish during their spawning, maturation, or migration. While these FERC-licensed facilities occur throughout the southeastern U.S. (Texas to North Carolina), the higher priority projects for SER occur in North Carolina, South Carolina, Georgia, and Alabama. SER's hydropower coordinator is a member of SER's Habitat Conservation Division and is located in SER's Charleston (SC) field office, which leads SER's efforts on hydropower projects.

Job Duties:

* Develop and maintain data used by SER to report on the status and progress of individual hydropower projects and to annually set priorities for hydropower work.

* Identify appropriate spatial data for reporting the miles of mainstem rivers and tributaries that are potentially affected by actions at approximately 100 projects that affect fish passage.

* Identify and compile spatial data needed to implement project prioritization models developed with SER staff. These data include quantifying the stream and tributary miles affected by a project; examining the historic, current, and projected future presence of target species (usually shad, river herring, sturgeon, striped bass, and American eel); determining and mapping the acres of habitat suitable for spawning and maturation; and determining the status of relicensing efforts and relevant watershed or resource management plans. Data shall be maintained on a local network and formatted for use by staff using ArcGIS Arc View; this shall include development of metadata. Summaries and maps shall be prepared for quarterly reporting to SER's senior managers and to NMFS Headquarters and on an as-needed basis for technical and outreach meetings with stakeholders, FERC, and license applicants.

* Develop the background information and administrative record for fishway prescriptions and instream flow recommendations. This information includes: historic records of target species within affected watersheds, assessments of factors that might limit projected future distributions and abundance of target species, recommendations for filling critical information gaps, and maps and spatial databases that represent these findings. When required by FERC, this supporting material must be filed with FERC and others in a prescribed format as part of the administrative record required for a project.

* Compile and coordinate the efforts of SER, Headquarters, and other staff that are providing NOAA's responses under the administrative proceedings in the event that NMFS becomes a party to an administrative hearing governed by the Energy Policy Act.

* Provide technical and scientific input during meetings organized by SER, resource agencies, hydropower applicants, or stakeholders. The goals of the meetings will be to assess the populations of diadromous fish within a watershed, the conditions of the watershed with respect to supporting diadromous fish, and the effectiveness of management actions designed to protect diadromous fish and their habitat.

* Provide maps and summaries of historical and projected future conditions that affect the distribution and abundance of diadromous fish within the subject watershed. Maps and summaries shall be designed in a manner that facilitates objective assessments of habitat conditions, fish distributions, and restoration opportunities.

* Participate in field assessments aimed at characterizing habitat, water quality, fish abundance, and restoration opportunities.

Requirements:

* Experience examining the habitat requirements of riverine, estuarine, or marine fish and evaluating whether current or proposed conditions meet those requirements. Specific experience with shortnose sturgeon or American shad is not essential, but would be beneficial.

* Experience using ArcGIS to manage large amounts of environmental information, develop maps, and examine habitat quality and quantity. Experience using Microsoft Access is not essential but would be beneficial.

* Experience working in a team environment, managing complex projects, and adhering to project schedules.

* Experience developing technical reports, making presentations, and reporting on project performance. Specific experience with office-level and agency-level performance metrics is not essential but would be beneficial.

* Knowledge of the hydropower licensing process administered by the Federal Energy Regulatory Commission and of the process used to develop fishway prescriptions is not essential but would be beneficial.

* Experience reviewing watershed management plans that include setting goals for diadromous fish populations not essential but would be beneficial.

Must demonstrate commitment to diversity and be able to work with people of various ages and backgrounds. You must have excellent problem-solving, organizational and time-management skills. The incumbent will assist in the development of national strategies for NMFS to address emerging renewable energy issues by working directly with the HP Headquarters Energy Team to support ongoing core operations and pursue new opportunities and partnerships where appropriate. HP is responsible for ensuring that NOAA trust resources have sufficient healthy habitat to sustain populations. Conservation and protection of these habitats across the United States is accomplished through partnerships with other federal and state agencies, NGOs and private entities. HP staff based in the NMFS headquarters office in Silver Spring, MD are responsible for national oversight and regional coordination of activities fulfilling in part NOAA’s responsibilities under the Federal Power Act, Energy Policy Act of 2005, and Energy Independence and Security Act of 2007 (EISA).

Job Duties:

· Assist the NMFS and NOAA Energy Teams as well as Regional staff in developing the NMFS’ national policy and strategy for addressing the emerging renewable energy arena. This includes the creation of an information clearinghouse.

· Assist in NMFS and NOAA efforts to respond to the Federal Energy Regulatory Commission’s and the Department of the Interior’s Minerals Management Service’s testing, licensing, and leasing processes for renewable energy projects. Deliverables will include providing comments

on FERC and/or MMS proposed processes, and support for implementation of NOAA-related provisions of EISA.

· Assist the Energy Team with the tracking and review of renewable energy projects and status, and review specific emerging renewable ocean energy project proposals, as appropriate. Responsible for initiating the design of an expanded tracking database for renewable activities.

· Support and pursue partnership efforts with NOAA and non-NOAA partners involved in renewable energy issues and projects. This will include identifying strategic opportunities for creating new or enhancing existing partnerships both within (e.g., NMFS Energy Team, NOAA Energy Team) and outside the agency (e.g., Department of Energy, National Hydropower Association, Ocean Renewable Energy Coalition) to help further NOAA’s responsibilities for protecting habitats in the face of renewable energy development.

· Contribute to implementation of NMFS renewable energy outreach strategy.

Requirements:

* Four (4) years direct environmental/analytical experience in relevant areas

* Bachelor’s Degree, or one year’s additional experience for every year of degree deficiency.

* Experience working at NOAA or other government office experience is desirable.

In the next few weeks, the Coweeta Hydrologic Laboratory of the Southern Research Station will be hiring a permanent, full-time Biological Science Technician. The position will be at the GS-05 level (starting salary $28,862 plus standard Federal benefits). The duty station will be located at the Coweeta Hydrologic Laboratory in Otto, NC. Coweeta is a Long-Term Ecological Research Site and works cooperatively with several universities, National Forests, and local, state, and other federal agencies. The research program includes research on wetlands, coldwater fisheries, and forested mountain ecosystems.

The incumbent will support (75% laboratory, reporting and data analyses, 25% field sample and data collection) research focused on understanding responses of watershed ecosystems to anthropogenic and natural disturbances. The National Ocean Service (NOS) Center for Operational Oceanographic Products and Services (CO-OPS) collects and distributes observations and predictions of water levels and currents to ensure safe, efficient and environmentally sound maritime commerce. Oceanographic data collected in real time and during circulation surveys by acoustic Doppler current profilers and High Frequency Surface Current Mappers (HF-SCM) require processing using computer routines. The data are processed, quality controlled, and analyzed to develop reports and predictable time- series. Project products may include maps using ARCGIS and Google Earth software, hydrodynamic models and scientific papers. Good record keeping and management of oceanographic data and metadata are key components of this project.

The intern will promote safe navigation through data quality analysis, data visualization, and maintenance of oceanographic metadata. Will develop skills in physical oceanographic data visualization, interpretation, manipulation and analysis; UNIX based computer routines for data processing and analysis; and ESRI ARCGIS and Google Earth software for data visualization.

Duties include processing oceanographic field data utilizing established computer-based quality control and analysis programs; creating reports and investigating discrepancies of intercomparisons (station-to-station and observations-to-predictions of time series analysis); displaying graphical data on chartlets and/or maps; and maintain metadata to populate the National PORTS database.

Required Skills

A good working knowledge and experience in one or more of the following: UNIX, FORTRAN, spatial mapping software, and time series or geospatial analyses experience would be helpful. Strong analytical skills and computer skills are needed. Skills in spatial mapping software or data analysis is a plus.

The Director of the Office of Coastal and Aquatic Managed Areas is responsible for providing overall policy guidance, management and direction for Florida's 41 Aquatic Preserves, three National Estuarine Research Reserves, one National Marine Sanctuary and the Coral Reef Conservation Program. These protected areas comprise more than 4 million acres of the most valuable submerged lands and select coastal uplands in Florida.

These programs have been established under a variety of state and federal laws and cooperative agreements. All are collaborative in nature and some include formal co-management with the National Oceanic and Atmospheric Administration. While each program has unique attributes, they share a core mission of resource management, science, recreation, and education and outreach.

CAMA also staffs the Florida Oceans and Coastal Council. The Council is charged with developing priorities for ocean and coastal research, establishing a statewide ocean research plan, and making management recommendations to the Florida Legislature. The Director coordinates Florida’s participation in regional ocean partnerships in the Gulf of Mexico and South Atlantic.

The Director exercises independent authority and develops policy based on existing state and federal legislation and regulations of the agency. Examples of authority exercised would include: decisions regarding research projects to be undertaken; development and implementation of educational, outreach and training programs; personnel hiring and discipline; budget development and execution; and development of state and /or federal legislation. Only minimal direction is required in the execution of duties associated with this position. Periodic reports of a verbal and written nature are submitted on projects and office progress to determine performance.

The People and Ecosystems Program (PEP) at the World Resources Institute (WRI) is seeking a highly analytical individual with good knowledge of coral reef ecosystems to join a team working on analysis of threats to coral reefs and economic valuation of coastal ecosystems. The analyst would work primarily on a global analysis of threats to coral reefs, which is an update of the groundbreaking Reefs at Risk analysis (WRI, 1998.) The analyst would work on a GIS-based, spatial analysis of threats to the world’s coral reefs; coordinate data sharing and project workshops with partners around the globe; and contribute to drafting the final policy report. This analysis will include climate-related threats, especially coral bleaching. WRI seeks a highly organized, detail-oriented individual with good analytical skills and competency in GIS data management and spatial analysis.

The researcher will report to the Senior Associate for Coastal Ecosystems and will be part of WRI’s Mainstreaming Ecosystem Services Initiative (MESI). MESI’s goal is to reduce ecosystem degradation by helping governments, businesses, and multilateral development banks integrate ecosystem services into their decision-making. It will achieve this by providing information and tools that connect healthy ecosystems with the attainment of economic and social goals and by creating economic and policy incentives for restoring and sustaining ecosystems.

Main Responsibilities:

The researcher on coral reefs will:
• work with a small team of project partners to update a model of land-based and marine-based threats to coral reefs;|
• work with a small group of experts on climate-related threats to coral reefs to develop a means of including coral bleaching vulnerability and / or resilience in the analysis;
• communicate with project partners on project activities, plans and data needs.
• Support the organization and implementation of workshops to obtain input on the threat model and potential data sources, and review preliminary model results;
• collect data for the threat analysis. Make sure spatial data are well organized within a GIS. Assess quality and accuracy of spatial data;
• consolidate data on management effectiveness of MPAs for use in analysis;
• collaborate with other WRI staff and project partners on spatial analysis of threats to coral reefs;
• collaborate with project partners on validation of the spatial analysis of threat;
• produce high quality maps for the final report, internet, data CD and other products;
• review literature on threats to coral reefs and draft topical and regional summaries for the final report;
• collaborate with project partners on the development of policy recommendations for the final report;
• develop materials for outreach to government officials and the public;
• prepare reports to donors;
• develop materials for the web

Other responsibilities will arise, depending upon project needs and staff aptitude.

Qualifications:

This position requires a responsible, organized, innovative and adaptive individual with sound written and oral communication skills and excellent analytical abilities. The applicant must have a background in coral reefs ecosystems, and should ideally have strong GIS skills, knowledge of global GIS data sets, and familiarity with international coral reef organizations. Applicants should have a graduate degree in marine and coastal ecosystems, geography, or natural resource management.

The Carolina Mountain Land Conservancy (CMLC) is a local nonprofit organization that works with families and landowners to preserve the land that is important to them and to our communities. Since 1994, CMLC has helped to protect over 17,700 acres in Henderson, Transylvania and parts of Buncombe, Rutherford and Jackson counties in western North Carolina using voluntary tools such as conservation easements, land donations and purchases.

CMLC administers AmeriCorps Project Conserve, a grant-funded community service project which places twenty-one AmeriCorps members at local organizations and agencies in Western North Carolina for eleven-month terms of service to meet the growing conservation needs of our region.

Specific duties:

Under the direction and supervision of the Executive Director, the AmeriCorps Program Director will:

1. Coordinate fulfillment of the AmeriCorps Project Conserve grant by overseeing the program administration, providing leadership, direction and motivation for the AmeriCorps members in accordance with program requirements and working with 21 AmeriCorps members assigned to 13 host sites;

2. Ensure program compliance with state AmeriCorps policies and the stated plans and policies of CMLC;

3. Develop and schedule member trainings and team-based service days;

4. Draft monitoring instruments, and produce programmatic reports;

5. Compile and review data for submission to grantor, specifically tracking performance measures;

6. Participate in required statewide and national trainings;

7. Be responsible for the development and implementation of member recruitment and service delivery including monitoring sites;

8. Assist in general grant management and in submitting continuation grant proposals;

9. Serve as a liaison to the North Carolina Commission on Volunteerism & Community Service and partnering host sites;

10. Coordinate CMLC's Project Conserve Advisory Committee;

11. Promote and build greater awareness of Project Conserve.
