STATEMENT OF WORK
1. SCOPE
The government is requesting proposals for contracted personnel
that shall assist in the development of a sea turtle bycatch
model across fishery gear types, specifically by preparing
satellite remotely sensed data and ocean model data to serve
as input into the modeling process.
2. OBJECTIVES AND BACKGROUND
Under the Endangered Species Act, the National Marine Fisheries
Service is required to assess the status of the bycatch of
non-target species by commercial fisheries in U.S. waters.
The Protected Species Branch (PSB) of the Northeast Fisheries
Science Center carries out the responsibilities of the NMFS
in the northeast region with the PSB responsible for regular
assessments of the bycatch of sea turtles. To estimate
the number of sea turtle interactions, separate bycatch estimates
are currently prepared for several fisheries. The objective
of this contract is to support modeling of sea turtle interactions
with multiple fisheries using remotely sensed environmental
data and regional ocean models (ROMs). Results of this study
could streamline the bycatch estimation process and inform
management decisions with inferred sea turtle distribution
and habitat.
3. REQUIREMENTS
Contracted personnel shall assist in the preparation of remotely
sensed satellite and ocean model data to serve as input into
the sea turtle bycatch modeling process. Additional
duties may include (but not be limited to) developing and
disseminating custom GIS tools for fisheries scientist use,
preparing fisheries datasets for analysis, performing statistical
analyses, and assisting in the calculation of the sea turtle
bycatch model. The individual may present results as
necessary at professional meetings, and participate in Branch
field operations to better understand the data being utilized.
Contracted personnel must possess:
1. Bachelors
degree or higher in biological science with quantitative coursework
2. Programming
skills and experience with IDL or Matlab, ArcGIS, databases
(Oracle/SQL or MS Access), and statistical software (SAS,
Splus, or R)
3. Familiarity
with satellite oceanography
4. Ability
to present study results in written and oral forms
5. Ability
to function in a team environment and to produce under defined
time constraints
Desirable qualities of the contracted personnel include:
1. Knowledge
of Northwest Atlantic Ocean sea turtle distribution and ecology
2. Experience
with VB, VBA, Python, or similar programming language used
to create custom GIS tools
4. PERIOD OF PERFORMANCE
The period shall be for a pilot phase of 6 months, with the
potential for two option years.
5. EXPECTED SALARY
This individual shall be paid in the base year (FY08) at
a rate comparable to a GS9, Step 1 Research Fishery Biologist
level ($45,806 per year).

ESSENTIAL FUNCTIONS:
Directs and coordinates wetland restoration projects and
assists in stream restoration projects of the Virginia Aquatic
Resources Trust Fund (Trust Fund). The Trust Fund is a partnership
between The Nature Conservancy in Virginia (TNC) and the U.S.
Army Corps of Engineers (Corps) that provides a form of compensatory
mitigation through preservation, restoration, creation or
enhancement of wetlands, streams, buffers, or other aquatic
resources in Virginia. The Wetlands and Stream Restoration
Specialist works collaboratively with the Stream Restoration
Specialist, Land Protection and Stewardship staff from TNC,
staff from the Corps, and other organizations and individuals
as needed in carrying out duties.
Primary responsibilities include determining feasibility
of wetland and stream restoration and enhancement at project
sites, preparing proposals for funding from the Trust Fund,
developing and implementing comprehensive mitigation plans,
developing scopes of work for requests for proposals for projects,
and managing contracts. This position is responsible
for Trust Fund program operations and management of Trust
Fund budget. May supervise other staff and will provide
technical support to protection staff in identifying and assessing
potential wetland restoration, enhancement and preservation
sites that are appropriate as Trust Fund projects and are
consistent with the mission of TNC. This position is
funded through May 2009 with the possibility of funding beyond
that date.
KNOWLEDGE/SKILLS:
• Bachelor’s degree in soil science, hydrology,
botany, or related natural resource field and 3 to 5 years
related experience, or equivalent combination. Advanced
degree or extensive wetland restoration experience is preferred.
• Knowledge of current trends and issues in wetland and
stream regulation, wetland and stream science and particularly
restoration. Ability to identify and delineate jurisdictional
wetlands per the 1987 Corps of Engineers Wetland Delineation
Manual.
• Experience with Federal, State, and local regulations,
permits, and policies for stream and wetland mitigation.
• Experience in preparing scopes of work for wetland
and stream restoration, enhancement, or creation projects.
• Experience with contract preparation, contractor oversight,
and contract and budget management.
• Successful experience in developing, directing and
managing multiple projects, including ability to create and
follow timelines and deliver products and results in a timely
fashion.
• Demonstrated experience in accomplishing tasks in an
orderly, organized manner and keeping organized files and
records.
• Demonstrated understanding of key ecological processes
influencing wetland and stream ecosystems in Virginia.
• Demonstrated experience in MS Word, MS Excel, ArcView,
Web browsers, etc. Requires database management skills
and ability to use advanced computer functions.
• Proficiency in developing and implementing monitoring
protocols to evaluate compensatory mitigation project performance.
• Demonstrated proficiency in analyzing, interpreting
and synthesizing a variety of data, including aerial photography,
soil surveys, topographic maps, and GIS products. Experience
in developing technical reports.
• Demonstrated ability to communicate with the public
and/or media both in writing and verbally.
• Ability to perform physically strenuous work.
COMPLEXITY/PROBLEM SOLVING:

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:
• Coordinate the work of others, including TNC and Corps
staff, contractors, consultants, agencies, organizations,
and others in carrying out duties of position.
• Oversee and coordinate all aspects of wetland mitigation
feasibility studies, including developing scope of services,
assessing cost requirements, selecting appropriate consultant
or entity to conduct studies, and preparing and administering
contracts.
• Develop, or oversee the development, of comprehensive
wetland mitigation plans for project sites. Plans will
include hydrology assessments, site design, earthwork requirements,
vegetation plantings, data collection and monitoring protocols
for vegetation and hydrology, budgeting, total project costs,
project timeline, and long term management of sites.
• Prepare scopes of work for requests for proposal and
prepare contracts to complete wetland creation, wetland and
stream restoration, and enhancement projects.
• Oversee, coordinate, and manage all aspects of implementing
plans and contracts. This includes selecting and overseeing
the appropriate consultants, contractors, or others to perform
earthwork, vegetation planting, and other plan components.
• Financial responsibility includes obtaining and tracking
funding approvals from the Corps, developing project budgets,
and tracking expenses.
• Will need to gain cooperation from individuals and
groups over whom there is no direct authority in order to
accomplish goals.
• Possible supervision of other staff in selection, design
and implementation of restoration and enhancement projects.
• Recruit and supervise volunteers and interns.
COMMUNICATIONS/INTERPERSONAL CONTACTS:
• Work closely and effectively with contractors, and
wetland consultants when appropriate, on all aspects of wetland
and stream restoration projects.
• Work in partnership with other organizations and individuals,
including conservation groups, federal and state agencies,
landowners, volunteers, and others in a collaborative or advisory
role.
• Communication and presentation skills, both written
and oral. Ability to persuasively convey the mission
of TNC and the Trust Fund to partners, landowners, prospective
supporters, the public, and others.
• Prepare and present project proposals.
WORKING CONDITIONS/PHYSICAL EFFORT:
• Frequent travel around the state, sometimes with short
notice. Adverse working conditions in remote locations,
long hours and possible weekend work. Must have valid
driver’s license and provide own transportation and
personal automobile insurance.
• Capacity to handle complex tasks under pressure and
under stringent time constraints.
• Work will require physical exertion and/or physical
strain to the point of physical fatigue. Ability to
tolerate heat, cold, rain, and insects in field conditions.
Work environment involves long hours in isolated settings,
exposure to job hazards, and the possibility of injury.

program focusing on spatial and temporal water quality trends,

in the middle of Narragansett Bay on Prudence Island RI, and

Other Specific Duties:
Under the direct supervision of the Charleston EQC Region
7 Wastewater Facility Evaluator; position is responsible for
monitoring the effluent from wastewater treatment plants within
Region 7 and 8; collecting chemical, physical and biological
samples from ambient monitoring stations; evaluating the operation
and maintenance of wastewater treatment plants; investigating
complaints; and providing response to fish kill/harmful algae
bloom events.

A high school diploma and experience in environmental health
programs or radiological health. A bachelor's degree in the
natural or physical sciences, mathematics, public health,
engineering or a related technical field may be substituted
for the required work experience.
Additional Requirements:
Four-year degree in the natural or physical sciences or an
associate degree and two year's experience in an environmental
field; valid sc driver's license with a good driving record;
must be able to successfully pass a sled background check;
must be able to communicate effectively both orally and in
writing; encourage positive working relationships with co-workers,
industry, public and government officials; work effectively
in a team oriented environment; bend, climb, and stoop in
order to take samples, and conduct inspections; lift 50 lbs;
work in all weather conditions; make visual observations of
facilities, samples, plans, etc.; conduct field tests using
delicate instruments and chemicals which requires steady hands;
walk on narrow cat walks; and negotiate rough terrain.

The purpose of this position is to provide GIS Support for
the development of an Estuarine Shoreline Map (ESM).
The main focus of work will be to assist DCM's ESM team with
a major estuarine shoreline mapping initiative. Duties will
include digitizing the estuarine shoreline and structures
from aerial photographs using ESRI ArcGIS desktop software
version 9.1 and populating its attribute table through the
use of aerial photography and field-level ground truthing.
Fieldwork will include the use of a Trimble Geo XM Global
Position System (GPS) Unit and taking digital photographs
of sites.
This temporary position will be part of a dynamic work environment
and will be included in a variety of ongoing projects in addition
to the primary project. Other duties may include field visits
to locations that have been or need to be mapped, assisting
in presentations about the project, as well as other GIS-related
needs of the coastal hazards team. This position will also
have an excellent opportunity to gain hands-on experience
working with a state resource agency that is closely involved
with all aspects of coastal management.
Training and Experience Requirements:
Qualifications include proven experience in ArcGIS software
and analysis and general knowledge of shoreline and coastal
structures. Previous experience with Trimble DGPS products
is a plus. The candidates must also be able to communicate
(orally and by writing) in a clear and concise manner. In
addition to having a strong GIS background, exposure to any
of the following disciplines would be helpful: coastal or

ESSENTIAL FUNCTIONS
Cooperate in a marine and coastal resources research project
under general supervision of and reporting to the Marine Advisor
and the Program Representative III to:
•
Gather economic, social, policy, ecological and technical
data from California and Baja California related to: volume
and frequency of recreational boats traveling in California
and Baja California: various control technologies/practices,
their availability and costs, for preventing and controlling
invasive species through existing and potential, new methods;
types and impacts of invasive species carried on boats. Methods
may include literature searches, surveys, interviews, limited
field collections, etc.; collaborate in design and implementation.
•
Analyze Information gathered, develop outreach materials,
and cooperate in disseminating results to clientele/stakeholders
and policy makers via meetings, telephone, publications, Internet,
etc.. Develop, maintain and analyze databases to support program
activities. Collaborate in preparing journal articles. Identify,
recruit, consult, provide outreach to, and obtain recommendations
and other needed information from stakeholders, participants
and advisors in program activities.
•
Collaborate in developing binational participation by clientele,
colleagues and other potential collaborators. Communicate
with Spanish-speaking clientele/stakeholders, colleagues and
other potential collaborators. Translate conversations and
documents between Spanish and English.
•
As part of performing other duties, use audio-visual equipment,
telephone, and IBM-compatible microcomputer equipment and
Windows-based software for Internet, e-mail, word processing,
data management, to prepare educational materials and communicate
with clientele, colleagues and other potential collaborators
and audiences.
•
Report to, meet with and support Marine Advisor and Program
Representative III in maintaining program activities. Interact
informally with other CE and with County staff as needed.
•
Comply with federal and state laws and regulations and University
policies and promote Division goals for affirmative action.

NON-ESSENTIAL FUNCTIONS: Assist in development of extramural

PHYSICAL AND MENTAL REQUIREMENTS

Two years of experience related to management, policy, or
community development pertinent to coastal and marine resources,

Strong interest in environmental science or issues.

Windows, Microsoft Office and Internet-related computer skills.
SPSS familiarity desirable.

Ability to utilize computer for word processing, data tabulation
and analysis

Must be able to make public presentations to large and small

Background: The MLPA Initiative is seeking an assistant
marine planner to provide technical planning support to the
Marine Life Protection Act (MLPA) Initiative to help ensure
the development of sound draft proposals for marine protected
areas in the MLPA North Central Coast Study Region (Pigeon
Point in San Mateo County to Alder Creek in Mendocino County
just north of Point Arena, California; see www.dfg.ca.gov/mrd/mlpa

The Marine Life Protection Act was signed into law in 1999
and directs the state to redesign California’s system
of marine protected areas to increase its coherence and effectiveness
in protecting the state’s marine life and habitats,
marine ecosystems, and marine natural heritage, as well as
to improve recreational, educational and study opportunities
provided by marine ecosystems. The MLPA Initiative is a public-private
partnership among the California Resources Agency, California
Department of Fish and Game, and Resources Legacy Fund Foundation,
to help the State of California implement the statutory objectives
of the MLPA.
Job Description: The assistant marine planner will
support the principal planner in providing (1) information
and support to the MLPA North Central Coast Regional Stakeholder
Group in developing alternative proposals for marine protected
areas (MPAs) in state waters, and (2) support to the MLPA
Master Plan Science Advisory Team in evaluating MPA proposals.
The assistant marine planner will work directly with the
principal planner in all aspects of the MLPA North Central
Coast Project planning effort including:
Assisting with data collection – work with state and
federal agencies, academic institutions, and stakeholder groups
to assemble ecological, socioeconomic, and other baseline
data in a regional profile and in GIS format for MPA planning.
Assisting in the analysis and presentation of information
to various project participants – work with principal
planner and other project staff to analyze and present information
to the MLPA North Central Coast Regional Stakeholder Group,
Master Plan Science Advisory Team, and Blue Ribbon Task Force.
Supporting the development and evaluation of alternative
MPA proposals – work with the principal planner and
other staff to support (1) the regional stakeholder group
in developing alternative MPA proposals and (2) the science
team in the scientific evaluation of alternative proposals.
Assisting in the production of documents for public review
– work with other MLPA staff in developing planning
documents such as a regional profile, evaluation of existing
MPAs, and presentation and evaluation of alternative MPA proposals.
Qualifications: B.S. plus three years work experience
or M.S. in marine science or geography. Experience in public
policy processes, conservation planning, marine protected
areas, or marine GIS a benefit. Experience working in
multi-disciplinary teams and with stakeholder groups also
a benefit. Strong written/oral communication and computer
skills (Microsoft Word, Excel, PowerPoint) are essential.
Contract Period: Will vary from 75-100% time from August
15, 2007 to April 30, 2008, with contract extension possible

on Climate Change; the sustainable management of resources;
oceans; and communities in order to better understand critical
environmental issues and inform and influence local agendas.
We are embarking on an exciting new program with HSBC Bank
and several international NGO partners, furthering our strong
experience of corporate and NGO partnerships. This global,
5 year program aims to reduce the impacts of Climate Change
on people and their livelihoods, by promoting action in some
of the world's major cities, river basins and ecosystems.
Earthwatch's research focus within this partnership will be
to investigate climate change impacts on forest ecosystems,
including the link to anthropogenic disturbance. The North
America Field Center is likely to be located at a pre-existing
research facility located near Annapolis, Maryland.
Responsibilities
-Oversee delivery of the research and education program to
achieve the agreed key performance indicators and to ensure
the program achieves an ongoing environmental, economic and
social legacy within the Climate Center landscape.
-Ensure the safe and successful fielding of as well as the
effective implementation of the fielding portion of the HSBC
