I.M. Systems Group, Inc. (IMSG, http://www.imsg.com) is seeking a Coral Reef and Coastal Zone Program Specialist to serve as a Management Liaison to the United States Virgin Islands (USVI) for the Office of Ocean and Coastal Resource Management (OCRM), which is part of the National Oceanic and Atmospheric Administration (NOAA). The position will be located on either St. Thomas or St. Croix.

OCRM houses the headquarters of NOAA's Coral Reef Conservation Program (CRCP, www.coralreef.noaa.gov) and Coastal Zone Management Program (CZMP, www.coastalmanagement.noaa.gov). The incumbent will serve as the primary liaison between these two national programs and the coral reef conservation and coastal zone management programs in the USVI. The incumbent will be responsible for supporting activities under both programs, and ensuring that projects funded by each national program complement each other within the USVI.

In addition, the incumbent will be responsible for providing technical assistance in a relevant field, such as marine protected area design and/or management, watershed management, social science research and monitoring, or communications and outreach, to be determined based on priority needs identified by coral reef managers in the USVI. Frequent travel between islands in the USVI is required, and several annual trips to other locations, including NOAA headquarters in Silver Spring, Maryland, is expected.

Responsibilities:

The contractor's duties will include, but not be limited to:
* Serving as the primary liaison between the national CRCP and CZMP, and the territorial programs:
- Communicate national policies and guidance from NOAA to the USVI
- Communicate USVI coral reef and coastal zone management program needs and priorities to NOAA headquarters and other program components
- Assist the USVI coral program with the CRCP's ongoing management prioritization and capacity assessment processes
- Support the development, review, processing, and monitoring of Coral Reef Management and Coastal Zone Management grants
- Support strategic planning efforts, including identifying priority topics and geographic areas, developing program and project performance measures, and evaluation of historic, current, and potential future CRCP and CZMP projects
- Advise senior CRCP and CZMP leadership on endeavors, projects, and partnerships that would be of benefit in the USVI
- Assist with the implementation and integration of select USVI coral reef and coastal zone management projects
- Build partnerships with governmental, non-governmental, academic, and community organizations toward shared conservation goals

* Providing USVI, and potentially Puerto Rico and Florida, programs with technical assistance in various topical areas related to coral reef and coastal zone management such as:
- Marine protected area design or management
- Watershed management or land-based sources of pollution abatement
- Social science research or monitoring
- Communications and outreach
- Coral reef or coastal zone governance, law, or policy
- Project management

* Participating on behalf of the CRCP, CZMP, or OCRM on internal NOAA and external working groups, councils, and committees
* Supporting general activities for the relevant Divisions and Office in which this position will report to

Qualifications:

Minimum Requirements:

* Master's degree (highly preferred) or bachelor's degree with equivalent additional experience in a relevant discipline such as marine science, biology, marine or environmental management or policy
* 2 or more years post-graduate work experience in coral reef-related or integrated CZM management positions, with a strong coral reef management focus
* 2 or more years of experience working on or with small island states, preferably in the Caribbean
* Demonstrated proficiency in one or more of the technical fields listed in the job responsibilities section of this announcement
* Understanding of coral reef ecosystems, their threats, coastal management issues, and strategies for their conservation
* Ability to work well independently and cooperatively with a range of individuals that are geographically separated and that represent a range of different cultures
* Ability to work on several projects simultaneously and to shift priorities as needed
* Fluency in oral and written English, and strong communication skills
* Experience coordinating efforts and projects with multiple partners
* Technical proficiency with Microsoft Office programs

Strongly Desired:

* 4 or more years post-graduate work experience in coral reef-related scientific or management positions
* 2 to 3 years of program development and project planning experience
* Experience working in a matrix organization and/or demonstrated ability working in team settings

Skidaway Institute of Oceanography (SkIO) is a multidisciplinary research institution within the University System of Georgia and provides Georgia with a nationally and internationally recognized center of research, education, and service excellence in marine science. The research group studies processes and products of sedimentation and erosion in estuarine, coastal and continental margin environments, as well as anthropogenic impacts on the coastal zone.

POSITION DESCRIPTION:

The Alexander lab group is seeking applicants for the position of Research Technician to take part in field and laboratory operations. This position is a regular, full-time, benefited position contingent upon continued sponsored funding.

POSITION DUTIES:

Participate in the collection of sediment and biological samples throughout coastal Georgia and other regions as required. Assist with core processing including visual description, digital photography, x-radiography and subsampling. Assist with and/or conduct GIS analysis of remotely sensed or field data. Assist with and/or conduct sediment size, organic carbon and chlorophyll a analyses. Assist with and/or conduct GPS surveys and retrieve data from logging devices.

QUALIFICATIONS:

Required: Bachelor’s Degree in Geology, Geography, or a Marine Science. Ability to lift and carry 50 lbs. Comfortable working in remote salt marsh and coastal environments. Able to participate in overnight and out-of-state travel during field operations. Working knowledge of Microsoft Excel and Word and willingness to learn Systat Sigmaplot and Sigmastat.

Desired: Master’s Degree in Geology, Geography, or a Marine Science with an emphasis on estuarine or coastal environments. Working knowledge of geology and/or ecology of the Georgia Coast. Good written and verbal communication skills. Experience with GPS equipment, ESRI ArcGIS, small boats, data loggers and general chemistry lab practices.

I.M. Systems Group, Inc. (IMSG, http://www.imsg.com) is seeking a Marine Policy Analyst (MPA) to support the NOAA National Marine Fisheries Service, Southwest Region located in Arcata, California.

The MPA will independently produce draft documents to satisfy Endangered Species Act (ESA), National Environmental Policy Act (NEPA) and Regulatory Flexibility Act (RFA) statutory requirements involving listing decisions, ESA 4(d) protective regulations, and critical habitat designation for the eulachon. The MPA will compile and synthesize information for possible incorporation into ESA Status Reviews and Environmental Assessments (EA) under NEPA that examine the potential impacts on the environment and humans of a variety of protective regulations that may be put in place for the eulachon. The MPA will also prepare draft documents supporting the evaluation, and implementation of new or revised regulations, listing and critical habitat determinations, rulemaking, and ESA 7(a)(2)consultations related to eulachon, as well as listed salmonid species.

Duties:

- Coordinate with stakeholders to devise a proposed and final plan for implementing protective regulations for eulachon under Section 4(d) of the ESA.
- Develop written draft status reviews and EAs under NEPA.
- Participate in workshops with the public to discuss proposed protective regulations and critical habitat designations for eulachon.
- Organize public hearings to collect public comments regarding any proposed listing, critical habitat designation, and protective regulations for eulachon.
- Develop written environmental and procedural draft documents including: draft sections of Federal Register Notices, draft transmittal memos, draft outreach materials, and drafts of other written documents as needed.
- Develop draft ESA section 7 (a)(2) formal and informal consultation documents.
- Collect, scan, and organize documents for agency administrative records.
- Provide a monthly progress report summarizing status of tasks (due by the 5th work day following the end of the month).
- Attend Biological Review Team meetings in order to obtain initial eulachon background and status information.

Qualifications:

- Bachelors Degree and one year of experience in fisheries, biological sciences, or natural resource management. A Masters Degree may be substituted for the one year experience.
- Proven experience developing ESA section 7(a)(2) consultation documents (i.e., biological opinion and letter of concurrence), or experience evaluating impacts on salmonid species from land management activities.
- Proficiency in using word-processing programs to develop written documents.
- Proficiency in compiling and reporting (verbally and in writing) technical and scientific information.
- Demonstration of positive contribution to a team working environment.

ESSENTIAL FUNCTIONS

The Marine Field Technician will provide marine ecological management and monitoring assistance to the Marine Steward at the Virginia Coast Reserve (VCR). This will include on-going monitoring of restored and existing oyster reefs owned by the Conservancy, including collection of monitoring samples, processing samples including ash free biomass determination, posting and maintenance of shellfish sanctuary signs, field work to collect data, and data entry. In addition, the Marine Field Technician will assist with other ecological management at VCR as necessary. This position involves long hours, travel including boating, adverse weather conditions, and physically strenuous work conditions. This is a short-term position lasting six months.

REQUIRED KNOWLEDGE & SKILLS:

• Associate’s degree in natural resources, environmental studies or equivalent combination of education and 6 months to 1 year of experience.
• Working knowledge of common software applications (e.g. Word, Excel, Web browsers).
• Ability to operate various types of lab equipment in a safe and efficient manner (drying oven, muffler furnace, etc).
• Proficiency in GPS strongly preferred.

Energy Conservation Corps (ECC) Program To Be Announced; Job Positions Now Available.
The Sustainability Institute (SI) and Lowcountry Civic Justice Corps (LCJC), both 501 c(3) nonprofits, have been awarded funding to start a major, new partnership program -- The Energy Conservation Corps (ECC). The ECC is the first, local "Green Jobs" training program that targets young adults/professionals and offers them cutting-edge, hands-on training (with certifications) while giving them the opportunity to make positive impacts in our local neighborhoods through service learning.
A total of 23 positions will be hired this first year: 1 Program Manager, 1 Office Manager, 1 VISTA Outreach Coordinator, and 20 AmeriCorps "Members".

Overview of Program:

The Energy Conservation Corps (ECC) is a new, funded program for The Sustainability Institute that is ready to be launched in partnership with the Lowcountry Civic Justice Corps (LCJC). The ECC program is an adaptation of the AmeriCorps model, with the goal of engaging young adults/professionals (age 18-24) directly in work in their communities (service learning) while teaching them skills that will make them employable in the local, "green" economy.

The focus of our Energy Conservation Corps program will be to weatherize the homes of low-income families living in communities in the City of Charleston and City of North Charleston. The goal is to weatherize 200 homes by 2011 and to complete 50 in this first year. The application process for families to apply for weatherization assistance will occur through a partnership process with the Department of Housing and Community Development (City of Charleston) and the Department of Planning and Management (City of North Charleston). The program will intentionally follow new state/federal guidelines for weatherization work and will be the first, on-the-ground model of a trained team of weatherization workers performing this work according to these guidelines in the state of South Carolina. The ECC team will learn a host of valuable skills including how to performance test homes to determine best strategies/investments to achieve energy efficiency, and construction techniques and best practices for renovation intended to weatherize and reduce energy use in homes. This program is truly a "Green Jobs" program that will support our local economy.
The ECC Program has partnered with Trident Technical College, a newly designated Energy Efficiency Training Center, to supply the program with cutting-edge training. The Program Manager will become a certified BPI "Envelope Professional" and the AmeriCorps members will become certified "Weatherization Technicians".
This project is made possible with funding provided by the following major partners: CNCS AmeriCorps, The City of North Charleston, and The City of Charleston.

Staff To Be Hired:

The ECC Program team will consist of a Program Manager (licensed contractor), Office Manager, VISTA Outreach Coordinator, and 20 AmeriCorps members (ten members will serve over two, six month sessions). We are currently in the interview process for the Program Manager position as well as the Office Manager. The job description for the Program Manager position is attached to this e-mail [below]. The Office Manager position is a part-time, 25 hour a week position. We hope to hire both the Program Manager and Office Manager in early September. The VISTA Outreach Coordinator has already been hired and will start September 1. We intend to hire the first ten AmeriCorps members during the month of September. All training will occur during the months of September and October and the first round of weatherizations should begin during the month of October.
The AmeriCorps, ECC "member" position is a full time, 40 hour a week position that will last for 6 months. Members will have an option to renew for the second term. In addition to being trained in weatherization skills, becoming certified, gaining excellent experience, and giving back to their community, members will be paid an allowance or living stipend of $3,500.00 for each six months of work (900 hours) and will also receive an educational award of $2,500.00 upon graduation from the program. This is a unique opportunity to gain valuable experience in a new, exciting field and to give back to your country and local community. Our goal is to hire as many of the ECC members as possible directly from the local communities in which the program will be working.
Additional, full time VISTA positions lasting for one full year may become available.

Brief summary of expected qualifications for positions:
(1) ECC Program Manager -- Contractor's license or significant experience in residential construction, familiarity with building science and/or home performance testing (Home Energy Ratings) is a plus. Looking for a qualified candidate that has held leadership or management positions. The full job description is attached [below].
(2) Office Manager -- Experience with QuickBooks and tracking and reporting finances, experience managing the reporting of grants is highly recommended.

Job Description:

This is a grant-funded time-limited exempt (TEAMS) position with the Florida Sea Grant College Program, University of Florida.

The Coordinator is responsible for developing and implementing a highly effective 'Team OCEAN' program at Rookery Bay National Estuarine Research Reserve (RBNERR) near Naples, Florida, which is the full-time work location for this position. Team OCEAN is a program that recently has been highly successful in the Florida Keys, wherein a program coordinator trains citizen volunteers who in turn educate the public about such things as safe boating practices, protection of critical habitat, and effective catch-and-release fishing techniques that reduce fish mortality. By this process with a single UF coordinator and network of volunteers, thousands of people can be provided with a hands-on training experience and the program can have major impacts.

For this particular position, the Team OCEAN Coordinator develops and coordinates the program, reports to the Director of Florida Sea Grant (FSG) and works cooperatively with the Director of the RBNERR and his staff. The Coordinator is responsible for evaluating existing educational and training materials and developing new and improved materials and approaches to effectively accomplish the educational and training functions of the Team OCEAN program. He/she designs, develops and conducts special studies related to educational and training aspects of that program, coordinates public relations and marketing functions to communicate with and inform citizens and entities regarding elements of the program, and serves as the liaison with governmental and educational systems, the business community and other groups as spokesperson for the program.

Team OCEAN is designed to involve volunteers and staff. Staff and volunteers engage and greet the public and provide written/verbal information. This information includes guidance related to protected species habitat, including but not confined to: manatees, nesting shore-birds, gopher tortoises, sea turtles, sea grass beds, bird rookeries, and protected fish. Information provided to the public also includes: estuarine resource conservation, Leave-No-Trace practices, boating safety, fisheries conservation and marine recreational topics. The Team OCEAN Coordinator designs this program to meet local needs, works with and trains volunteers to assist with program implementation, gathers data on personal contacts, resource conditions, public access sites, and other similar information.

Minimum Requirements:

Master's degree in an appropriate area of specialization; or a bachelor's degree in an appropriate area of specialization and two years of appropriate experience.

This position is time-limited.

Description:

UNCW – MarineQuest is seeking a content specialist who will assist in developing educational programs and activities for preK – 12 groups based on national and state science education standards and Ocean Literacy Principles. This candidate will serve as a lead instructor for school-based and specialty programs and will be required to independently lead educational lessons and activities. Candidate will assist with maintenance of all lab and field equipment and will report to the MarineQuest Program Coordinator.

Qualifications:

1. Graduation from a four-year college or university; or an equivalent combination of training and experience with a strong background in/understanding of Marine Science is required.
2. Must be at least 21 and have a valid driver’s license.
3. Knowledge of all four major fields of marine science, plus familiarity with more recent areas of marine technology and biotechnology preferred.
4. Must have strong communication and written skills to develop and deliver programming to a wide range of audiences.
5. Must be able to lead and participate in demanding outdoor learning experiences (rain or shine)
6. Must demonstrate self-initiative and leadership qualities.
7. Must show time management and organizational skills.
8. Must display a positive and enthusiastic attitude towards working with youth.
9. Must have or obtain first-aid certificate and lifeguard certification within 90 days of employment.
10. Previous informal education experience is preferred.
11. Knowledge of local marine habitats and kayaking experience is a plus.
12. Knowledge of saltwater aquarium care and maintenance is a plus.

Right Whale Aerial Survey Observers - Southeast

Wildlife Trust, a non-profit international research and conservation organization, is seeking temporary, seasonal aerial observers for marine mammal surveys from November 2009 through April 2010. These observer positions are in anticipation of research activities to be conducted in the southeast United States, specifically coastal Georgia and South Carolina. This project would require observers to fly up to four days per week, up to eight hours per day in a small, twin engine, high wing aircraft primarily to locate North Atlantic right whales in the Southeast U.S. calving ground. Surveys will be flown daily, weather permitting, and observers must be willing to work weekends and holidays during the survey period. Observers will be required to participate in aviation and marine safety and survival training.

This is a temporary, 40 hour/week position at a salary rate of $14/hr. Health benefits are not provided with this position. Housing will be provided for the duration of the project. These positions are contingent upon funding.

Qualifications:

Previous aerial or marine mammal survey experience and experience in photo-identification of large cetaceans is strongly desired. Applicants should be experienced in database entry and other computer applications including photo processing software. The ability to live and work well in a team environment and withstand up to 8 hours per day in a small aircraft is required. We are currently accepting applications from US citizens and permanent residents.

Position Summary

Under general supervision, oversees the collection and processing program for all solid waste materials for the Wake Forest campus. Promotes source reduction of solid waste among work units, keeping track of the amounts and types of university waste disposed and recycled.

Essential Functions

 

* Oversees daily waste reduction and recycling operations and supervises team according to the tasks to be completed.

* Develops operating goals and objectives for the work unit; recommends, implements and administers methods and procedures to enhance operations, as appropriate to the unit.

* Develops and maintains production metrics and reports to include contamination reports.

* Manages and efficiently monitors budget and all expenditures within the work unit.

* Schedules trucks, equipment or materials necessary to complete work.

* Plans and advises permanent or temporary changes to staff scheduling.

* Provides feedback to team as needed.

* Creates written work schedules. Plans and ensures necessary coverage for daily collections, weekends, holidays, special events, and heavy collection periods.

* Provides on the job training to operators in areas of equipment operation, safety, inspections, maintenance and repair.

* Communicates operational and collections procedures, standards or changes to team. Prioritize daily task and customer needs.

* Communicates with departments to determine waste hauling needs, including temporary bins and/or changes in schedule pickups.

* Attends to customers and follows up with personal visits or e-mails regarding services. Anticipates customer needs and respond to complaints or questions.

* Meets with waste and recycling contractors and customers to explain contract specifications regarding service schedules, billing and charge back procedures, container rental costs, repairs, hauling service costs and tipping fee and service level requirements to meet with waste generating needs.

* Monitors waste collection sites and ensures cleanliness and serviceability of site areas. Performs routine inspections of these sites; including trash compactors and open top dumpsters and cardboard balers on campus.

* Provides feedback to Director regarding equipment, tasks, routes, or repairs.

* Performs all work duties in compliance with established safe work practices.

* Performs other related duties as assigned.

Education/Experience

 

Bachelor's degree in environmental studies, business administration or related discipline plus, two years experience in the environmental field, or an equivalent combination of education and experience.

* Demonstrated knowledge and understanding of waste and recycling services and remains current with new technology and trends.

* Excellent communication skills, both oral and written; strong interpersonal skills. Ability to communicate effectively in the English language.
