Background:  Environmental Defense seeks an Outreach Coordinator for its Oceans Program.  The Oceans program works to find constructive solutions to the most critical problems threatening the world's marine environments. At the national and regional levels, our team of scientists, attorneys and economists are tackling land-based sources of ocean pollution and working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. We are also working to create marine protected areas, where the rich diversity of sea life can thrive relatively undisturbed. Our Oceans Program focuses on safeguarding marine ecosystems and fisheries in the North and South Atlantic, the Gulf of Mexico, the Pacific and the Caribbean. 

Overall Function:  The Outreach Coordinator will be an integral member of Environmental Defense’s Oceans Program working in a multi-disciplinary setting to formulate and implement outreach tactics to promote market-based marine conservation tools and strategies. The successful candidate will have the requisite experience and discretion to make independent decisions regarding priorities and specific actions to be taken, in the context of the organization’s overall goals and in consultation with other Environmental Defense staff members. The job requires working with a variety of concerned parties, including government, private industry, grassroots organizations, and others to achieve measurable environmental results.

Primary Responsibilities:

•           Conduct outreach to promote adoption of catch share and other fisheries conservation strategies.
•           Conduct outreach to fisheries, businesses and consumers to educate and promote best practices.
•           Build, develop, and grow strategic coalitions and other relationships vital to the success of the project.
•           Monitor ongoing activities related to fisheries conservation; track news and information related to fisheries reform; communicate key events to other Environmental Defense staff; help decide in which activities to actively participate; and identify new strategic opportunities.
•           Help develop and take lead in the implementation of communications and advocacy strategies, including serving as local spokesperson on fishery issues, as needed.
•           Represent Environmental Defense in meetings and on relevant committees.
•           Work with Environmental Defense staff to design voluntary, legislative, contractual or technical solutions.
•           Assist in refining our online marketing and outreach strategy, including both traditional tools, such as search engine ads, and still-to-be-explored ones, such as social networks.
•           Developing and supporting an active grass-tops base.
Desired Qualifications:
•           Bachelor’s degree required (advance degree preferred) in environmental studies, natural resources management, communications, politics or other related field.
•           Three years relevant work experience in organizing, fisheries management, communications, or related field.
•           Must be familiar with conservation issues related to fisheries.
•           Possess strong organizational and people skills, be a self-starter, but able to work closely with Directors and other staff.
•           Must have excellent written and public communications skills, experience working with the media, good computer skills, and the ability to work independently.
•           Willingness to travel.

Environmental Defense is seeking a Program Director to lead the Gulf of Mexico Oceans Team in advancing work to restore the region’s fishery and coastal resources and make sustainable fishing practices and conservation the most economically sound way of doing business. The area of responsibility facing the new Program Director include:

•           Supervise the Gulf of Mexico oceans program team including economists, business experts, fishery specialists, research and administrative associates, consultants and others to design and implement innovative strategies to improve public policies related to ocean conservation goals. •
•           Serve as primary liaison with other Environmental Defense regional and national oceans program staff and contribute to their objectives.
•           Analyze complex fishery management programs to find ways to reduce overfishing, habitat loss, and other problems.
•           Primary responsibility for reviewing and updating long-term workplan.
•           Forge alliances among disparate interest groups to coordinate citizen and environmental groups in the Gulf of Mexico, help build regional and national coalitions, and promote environmental leadership in the business community.

Professional and Personal Qualifications:

•           Knowledge of federal and state ocean conservation laws and regulations.
•           Demonstrated ability to effectively manage a growing program and staff.
•           Ability to use science, law, economics and advocacy to initiate and win positive environmental change – experience achieving results in environmental policy and politics.
•           Minimum ten years of experience with significant time working with state and federal natural resource management agencies, state legislatures, and the U.S. Congress.
•           Demonstrated expertise of the biological, economic and management issues related to major U.S. fisheries, especially commercial and recreational fisheries.

Coastal Ecosystems Research Coordinator - GA

The Georgia Coastal Ecosystems LTER program seeks a Research Coordinator to be based at the UGA Marine Institute on Sapelo Island, Georgia. The selected individual will serve as the senior field technician for the GCE LTER project

and the point of contact for all GCE operations on the coast. S/he will be responsible for helping to coordinate the GCE monitoring program, transporting personnel to field sites in marshes and estuaries, maintaining field equipment in good working order, and representing the GCE program to coastal organizations. S/he supervises other GCE technicians at the Marine Institute. The position will occasionally require strenuous physical activity and irregular hours. Applicant must be able to hike through mud, marsh grass and other terrain; lift and carry gear in the field; and assist in light construction (e.g. building boardwalks). 

This position is based out of the UGA Marine Institute on Sapelo Island, GA (http://www.uga.edu/ugami/ ). The selected individual may either live on the Island (in UGAMI housing at a subsidized cost) or on the mainland, but UGAMI residency is preferred. The ideal candidate would have a B.S. or M.S. Job Requirements:

This position serves as the Director of Government Relations for the Coastal States Organization, Inc (CSO). CSO is a small, 501(c) 4 not-for-profit, non-partisan organization founded in 1970. CSO represents the interests of the Governors of the nation's 35 coastal States and Territories on legislative, regulatory, policy and program matters related to the conservation, development and management of coastal and ocean resources.

Strategy and Advocacy:

* Work with the Executive Director and the Governing Board to develop and implement strategic goals for Congressional and federal agency relations
* Represent the interests of the coastal states and territories before Congress, federal agencies, non-governmental organizations, and industry.
* Advocate and develop robust Congressional support for federal appropriation priorities and legislation such as the Coastal Zone Management Act reauthorization, regional ocean governance, climate change, coastal hazards, coral reef conservation, energy facility siting, public access, OCS revenue sharing, and other issues of coastal and ocean policy.
* Build coalitions of interest groups to advance major federal coastal and ocean policy initiatives by developing a network of influential people and organizations at the national, state and local level that understand and support mutually beneficial goals.

Board Relations

* Assist the states in developing and articulating consensus-based policy decisions.
* Work with the Executive Committee and the Board to ensure active and participating Board members on federal legislation and administrative matters.
* Work with the Executive Director and Board members to determine which work groups are needed to address emerging policy issues, develop clear tasks for the work groups that advance CSO's goals, and solicit state membership and active participation in the work groups. 

Other

* Help plan, organize and prepare Executive Committee and Board meetings.
* Oversee grant-funded projects as needed.
* Assist Executive Director as needed on organizational management.

QUALIFICATIONS

* A minimum of three years of government relations experience;
* Bachelor's degree required, master's degree or equivalent preferred;
* Experience and knowledge in federal governmental affairs and advocacy,

General Responsibilities and Duties:

The primary responsibilities of the Director of Ocean Policy are to oversee MCBI’s marine policy initiatives, manage the policy staff, and assist the VP in the development of programs, budgets and grant proposals.  In brief, whereas the VP for Government Affairs develops and steers MCBI’s overall policy agenda and finds allies and money to achieve objectives, the policy director’s primary focus is implementing MCBI’s policy objectives on a day to day basis, which is how victories are ultimately won.

Operational Requirements of the Position:

The director is expected to spend time conceptualizing policy strategies and work plans, supervising and guiding staff, reading and evaluating policy documents, editing policy reports, and advocating MCBI’s policy positions to policy makers. The director also assists the VP in administering a small office and recruiting interns. The normal working day is 8 hours, but during intense activity periods, longer days may be necessary.

These tasks require typing and working on a computer, preparing power point presentations, drafting letters and reports, and interacting by phone, email and in person with members of the marine science and policy communities and the media.  The position entails significant local travel to appointments, meetings and conferences, public speaking, and lobbying on Capitol Hill and with federal agency officials.  Regional, national or international travel by plane is required periodically, for periods of up to a week.

Specific Duties:

1. Master all marine polices and programs of interest to MCBI and help coordinate other MCBI science personnel and board members in policy endeavors

NOAA’s Estuarine Reserves Division

Background

The National Estuarine Research Reserves System helps to fulfill NOAA's stewardship mission to sustain healthy coasts by improving the nation's understanding and stewardship of estuaries. Established by the Coastal Zone Management Act of 1972, as amended, the reserve system is a network of 27 protected areas representing different biogeographic regions of the United States.

The NERRS program is administered by NOAA’s Estuarine Reserves Division, which is primarily responsible for the identification, designation and management of reserves in order to assure their long-term preservation and continued accessibility for wise public use for research, education, and recreation purposes.  Estuarine Reserves Division staff and state partners collaborate to set common priorities for system-wide programs in education, research and stewardship to further the mission and goals of the system.  Through site-based integrated education and research programs, the reserves serve as platforms for scientific investigation, environmental monitoring, reference sites for resource management strategies, with an emphasis on getting coastal and estuarine science into the hands of local and regional decision-makers that must make difficult decisions around coastal resource issues.  Business practices at the system-wide level are participatory, consensus-based, and foster a bottoms-up approach to program development, involving multiple workgroups, committees, conference calls and in-person meetings.

A core team of Program Specialists in the Estuarine Reserves Division provide direct support to reserves (up to four reserves per specialist) to monitor and support program implementation according to site-based management plans, ensure adherence with federal requirements and the goals and objectives of the NERRS Strategic Plan, as well as more general regional coordination and networking.   Additionally, team members provide cross-cutting support for system-wide support projects and activities, such as NERRS Graduate Research Fellows Program, NERRS Coastal Training Program, communication and education projects, evaluation and performance measurement, NERRS committee and workgroup coordination, etc., based on individual skills and interests.    For more information on the NERRS, please visit www.nerrs.noaa.gov.

Program Administration and Support

The individual selected for the position will provide support as described above for approximately four reserves, and assist in coordination and management of various system-wide projects and programs.

Tasks:

The Contractor will:

•           Monitor reserve implementation of site-based Management Plans; ensure timely revision and approval of plans, and participate in Agency evaluations of reserve operations and program implementation according to these plans.
•           Serve as a proactive liaison to link NOAA science, services and technical resources with ongoing programs and projects assigned reserves (up to four reserves each in a regional setting).
•           Review cooperative agreement and grant proposals for reserve-based operations, land acquisition and construction projects to ensure compliance with regulations and policy.   Monitor implementation in assigned reserves.
•           Represent assigned reserves, NERRS, ERD and NOAA in a variety of fora; respond regularly to queries for reserve program information.
•           Support implementation of system-wide programs and projects with a particular emphasis on understanding and coordination for science elements.    Participate in the NERRS Annual Meeting, where all NERRS staff convene for program development and thematic discussions, resource sharing and exchange.
•           Prepare briefing materials for a range of audiences, reserve activity summaries, and text for NERRS website elements.
•           Support ERD in a range of projects and program management functions.

Desired Knowledge and Experience

•           BS or BA required; MA,MS preferred.  Academic background and/or applied experience in any one or a combination of: marine or coastal sciences; natural resource or environmental policy; or natural resource management.
•           Demonstrated experience in coordinating programs across a geographically diverse, partnered network of agencies or organizations.
•           Knowledge of the Coastal Zone Management Act (1972) and respective amendments, as well as NERRS regulations pursuant to the CZMA.
•           Demonstrated experience in grants management.
•           Demonstrated experience working as a member of a team.

Skills and Abilities

•           Analytic abilities and communication skills necessary to address complex issues, policy applications and relationships that commonly occur in networked, field-based, State-Federal partnership programs;

Oversight

The Contractor will perform work on a daily basis under the direction of the ERD Team Lead for reserve site liaisons, and will receive orientation and training relating to the above listed tasks.   The ERD Program Manager will serve as point of contact for JHT, and will assume overall responsibility for oversight of work performed under this agreement, and will meet with the JHT contractor on a regular basis to monitor performance and provide support.

Positions Available

Two positions are available in the Manteo Regional office.  These include an Education Outreach Specialist and Coastal Restoration Specialist.  The job description for the CEOS is provided below.

TITLE:                        Coastal Education Outreach Specialist (CEOS)

MAJOR RESPONSIBILITY:  CEOS works as part of the regional office team to manage all aspects of coastal education and outreach activities for students, educators and the public within the assigned region of coastal North Carolina.  CEOS designs and implements educational and outreach programs focused on the coastal environment and habitat stewardship. Programs implemented by the CEOS will increase opportunities for active participation in all work focus areas of the Federation.  CEOS designs and carries out programs that reach targeted audiences in a highly professional and effective manner, and works with the regional team to coordinate the overall management of Federation volunteers within assigned geographic regions.  Educational programming managed by the CEOS will be designed to engage and educate students, teachers, and community decision-makers within their assigned geographic region. Outreach and education efforts will be integrated into the advocacy (not including students), restoration, and preservation priorities of the region’s team.

ESSENTIAL FUNCTIONS:

1.         Serve as integrated member of regional team to achieve overall organizational priorities for education, outreach, advocacy, CoastKeeping, restoration and preservation programs.
2.         Plan, develop, organize, and direct regional Education and Outreach Programs.
3.         Develop and implement education curriculum and materials appropriate for NCCF educational programs in cooperation with regional teams.
4.         Recruit schools, educators and students from the region to participate in NCCF’s educational and habitat stewardship programs, and effectively market and advertise education programs and outreach events.
5.         Work with regional team to coordinate and cultivate region’s volunteers to support regional priorities and focus areas.
6.         Coordinate and implement school and adult participation in field work and project monitoring in cooperation with regional team.
7.         Through regional team coordination, manage and track region’s volunteers in keeping with established tracking procedures.
8.         Schedule routine assistance from grant-writing staff to research, develop and maintain adequate funding for education programs, and be responsible for project budgets.
9.         Effectively convey the Federation’s message at local, state, and federal levels through outreach and education events, workshops and conferences.
10.       Manage coordination and participation in, in conjunction with regional team, targeted outreach activities, including significant events, conferences, fairs and festivals.
11.       Keep abreast of new knowledge, research and trends that affect NCCF’s education and outreach mission, and ensure that instructional programs address and keep pace with State and National education standards.
12.       Develop, implement and maintain accurate records and evaluations of programs.
13.       Participate in regional team and organization-wide planning and goal-setting; maintain contact with board members, project partners, and volunteers.
14.       Update and upgrade the region’s education and outreach portion of Federation’s website under procedures outlined by webmaster.
15.       Coordinate opportunities for membership recruitment with regional team and development staff.

KNOWLEDGE AND RESPONSIBILTIES:

1.         Minimum education level of master’s degree in related environmental education field, or bachelor’s degree and three year’s experience in coastal environmental education or related work.  East coast estuarine and coastal systems knowledge preferred.
2.         NC environmental educator certification preferred.
3.         Knowledge of NC Standard Course of Study, teaching methods and principles of learning for all age groups, including adults.
4.         Excellent teaching and group learning skills.  Understands and practices principals and dynamics of learning for varied age groups, learning styles, and audiences.
5.         Excellent public speaking, presentation, interpersonal, team-work, and public relation skills. 
6.         Anticipates problems and develops solutions for issues and events that may impact team objectives and function.
7.         Ability to research new developments in education, conservation and science and incorporate leading edge techniques, and knowledge into the education program.
8.         Seek out, implement and/or assist with regional educational and outreach programs that result in better protection and restoration of coastal water quality and habitat.
9.         Understands issues affecting coastal North Carolina and incorporates these into education programs.
10.       Knowledge of, or ability to learn, technology required for water quality and habitat restoration and monitoring.
11.       Demonstrates excellent operational planning, project development and management, leadership, organizational, and budgeting skills.
12.       Excellent communication and relationship skills, able to work effectively as part of a team and independently and manage multiple priorities.
13.       Ability to research and develop sources of funding and program support.  Grant writing experience preferred.
14.       Skilled in the use of applicable computer applications such as Microsoft (Word, Excel, PowerPoint), on-line research, website management, etc.
15.       Expected to maintain all assigned equipment (vehicles, tools, trailers, etc.) and education/outreach supplies in a very professional manner and in excellent condition.
16.       Trained and certified in life saving, safety, and First Aid/CPR.
17.       Ability to lift 40 pounds; work in adverse weather conditions; undertake physically demanding, hot work, travel extensively.
18.       Strong personal environmental ethic.

Overall Function:

Environmental Defense is seeking a Special Projects Manager to handle outreach and education to the executive branch and legislative branch for the organization’s Oceans Program. The Manager, based in Washington, DC, will be responsible for developing and advancing Environmental Defense’s strategies for achieving sustainable fisheries and building relationships with key fisheries policy-makers

Key Responsibilities

          o Design and implement strategies to advance sustainable fisheries policies at the regional fishery management
            councils, in conjunction with the federal policy director and regional directors of the Oceans Program.
          o Develop and lead partnerships with leading academic institutions to educate decision-makers and stakeholders on fisheries science, management and conservation.
          o Educate key members of Congress and their staffs on fisheries and oceans conservation and management policies.
          o Advocate for the use of and funding for incentive-based fishery management tools, including catch shares.
          o Assist in the preparation of communications materials for media, policy-makers and various stakeholders to build support and understanding for our position.

Experience and Qualifications

The ideal candidate will be able to develop and implement aggressive policy and campaign strategies to achieve Environmental Defense’s goals for sustainable fisheries. Other desired qualifications include:

          o Master’s degree required (advanced degree preferred) in environmental studies, natural resources management, communications, politics or other related fields.
          o Three years relevant work experience in organizing, fisheries management, communications or related field.
          o Must be familiar with conservation issues related to fisheries.
          o Possess strong organizational and people skills, be a self-starter, but able to work closely with Directors and other staff.
          o Must have excellent written and public communications skills, experience working with political or issue-based advocacy campaigns, good computer skills, and the ability to work independently.

•           B.A. or B.S degree in environmental science, natural resource management, political science, or related field preferred.   Some knowledge of coastal Louisiana and the challenges of coastal land loss and coastal restoration preferred.
•           3 years of organizing or campaign experience or equivalent.
•           Excellent organizational, verbal, written, and interpersonal skills. Ability to work well with others as a team and independently follow through on assigned tasks. Ability to work closely with local NWF affiliates, regional offices and staff;
•           Approx 25% travel.

POSITION INFORMATION:

There is one current vacancy with the Department of Ecology, Shorelands and Environmental Assistance Program,

Headquarters Office in Lacey Washington.

Duties

This position will be assigned several areas of responsibility -

1.) The Mitigation Initiative Planner position is designated by the deputy director as the agency lead and principal consultant to implement the Agency's "Mitigation That Works Initiative". The Mitigation Initiative Planner is recognized by both internal and external interests as the agency's lead on developing and coordinating strategies for improving mitigation.

This highly responsible position reports directly to the Shorelands and Environmental Assistance Program Manager and indirectly to the Watersheds, Wetlands, and Floods Section Manager.

2.) The Planner provides leadership to encourage and implement alternative approaches to mitigate the effects of growth and improve wetland protection. The Planner also facilitates the resolution of management issues around implementing mitigation approaches which are complex or sensitive, involve multiple programs or stakeholders, and deal with major environmental issues facing the department. This position consults with management on policy issues related to improving the effectiveness of mitigation and provides recommendations on how mitigation success can be improved. The Planner position provides a program-wide and statewide perspective to regional staff decisions on mitigation planning and project development. The position works closely with and supports the Special Assistant to the Director for Mitigation Planning and identifies and resolves policy issues.

3.) The Planner will work with Ecology staff to identify opportunities to use alternative mitigation options. Activities performed by the Planner include: outreach to local governments, elected officials and the public on the "Mitigation That Works Initiative" and watershed-based approaches to mitigation and regulation; serves as agency liaison with local governments to explore their interest and identify opportunities for local strategies to identify and prioritize mitigation opportunities; and works with Ecology's Water Quality program on alternatives to mitigate stormwater impacts in ecologically beneficial ways.

4) Other Duties: Coordinates closely with technical staff; coordinates between managers and staff; Oversees and directs the work of consultants working under contract for the mitigation initiative; develops annual and biennial work plans; tracks and reports data for the Government Management and Accountability Program; and provides input on legislative inquiries and bill analyses.

Qualifications

REQUIRED

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Or Equivalent education and experience

DESIRABLE

* At least four years of experience in developing or interpreting natural resource policy.
* At least four years of experience in wetland science, regulation, or mitigation
* At least three years of experience providing technical or policy guidance to other staff.
* At least six years experience facilitating stakeholder groups and working with diverse interest groups on complex or contentious issues.

ESSENTIAL FUNCTIONS:

The IBW SEARCH CREW MEMBER, SC serves as part of a seasonal crew of four whose job it will be to assist the SC Ivory-billed woodpecker Working Group with searches of the Ivory-billed woodpecker in SC, specifically in the Congaree National Park.  The IBW Search crew will work directly with the SC Ivory-billed Coordinator to systematically conduct searches on the ground in Congaree National Park and potentially other locations in SC if time and resources allow.  Crew members will be required to use video and sound equipment, in addition to, a GPS unit during their surveys. Search efforts may require long days and will be physically demanding. After each search day, crew members will be required to download and enter field data and maintain care of field equipment.  Other duties will include: camping, use of canoe or motorized boat, organizing and training volunteers, and handling Autonomous recording units (ARUs) and Reconyx cameras.

REQUIRED KNOWLEDGE & SKILLS:

• Associate’s degree in natural resources, environmental studies or equivalent combination of education and 0-1 years of experience.
• Coordinating information from multiple sources into databases including data entry and report production
• Completing tasks independently within assigned timeframes
• Managing and prioritizing tasks from multiple sources
• Performing administrative duties emphasizing detail-oriented and numerical tasks
• Working knowledge of common software applications (e.g. Word, Excel, Web browsers)

These conditions may:

• require minor physical exertion and/or muscular strain
• present occasional possibility of injury
• require long hours in isolated settings

This position may involve some driving, and a valid driver’s license in required.  Candidates must be willing to participate in the Conservancy’s Vehicle Safety Program.
