I.M. Systems Group, Inc. (IMSG, www.imsg.com) is seeking two Coral Reef and Coastal Zone Program Specialists to serve as Management Liaisons to the Territory of Guam and the Commonwealth of the Northern Mariana Islands (CNMI) for the Office of Ocean and Coastal Resource Management (OCRM), which is part of the National Oceanic and Atmospheric Administration (NOAA). One position will be located on Guam and one on Saipan, CNMI.

OCRM houses the headquarters of NOAA’s Coral Reef Conservation Program (CRCP, www.coralreef.noaa.gov) and Coastal Zone Management Program (CZMP, www.coastalmanagement.noaa.gov). The incumbents will serve as liaisons between these two national programs and the coral reef conservation and coastal zone management programs in Guam and CNMI. Lead liaison responsibilities for each jurisdiction will fall to the incumbent stationed in each jurisdiction. However, the two will assist each other and members of a small team in the Pacific to provide support to these jurisdictions. The incumbents will be responsible for supporting activities under both the CRCP and CZMP for each jurisdiction, and ensuring that projects funded by each national program are complimentary within each jurisdiction. In addition, the incumbents will be responsible for providing technical assistance in a relevant field, such as marine protected area design and/or management, watershed management, social science research and monitoring, or communications and outreach. Travel between Guam and the CNMI is required, and several trips annually to NOAA offices in Hawaii, Maryland, and elsewhere are expected. There is no citizenship requirement for these positions.

RESPONSIBILITIES:

The contractors’ duties will include, but not be limited to:

• Serving as the primary liaison between the national CRCP and CZMP, and the territorial programs:

o Communicate national policies and guidance from NOAA to Guam/CNMI

o Communicate Guam/CNMI coral reef and coastal zone management program needs and priorities to NOAA headquarters and other program components

o Assist the Guam/CNMI programs with the CRCP’s ongoing management prioritization and capacity assessment processes

o Support the development, review, processing, and monitoring of Coral Reef Management and Coastal Zone Management grants for Guam/CNMI

o Support strategic planning efforts, including identifying priority topics and geographic areas, developing program and project performance measures, and evaluation of historic, current, and potential future CRCP and CZMP projects

o Advise senior CRCP and CZMP leadership on endeavors, projects, and partnerships that would be of benefit in the territories

o Assist with the implementation and integration of select Guam/CNMI coral reef and coastal zone management projects

o Build partnerships with governmental, non-governmental, academic, and community organizations toward shared conservation goals

• Providing Guam/CNMI, and potentially Hawaii and American Samoa, programs with technical assistance in various topical areas related to coral reef and coastal zone management such as:

o Marine protected area design or management

o Watershed management or land-based sources of pollution abatement

o Social science research or monitoring

o Communications and outreach

o Coral reef or coastal zone governance, law, or policy

o Project management

• Participating on behalf of the CRCP, CZMP, or OCRM on internal NOAA and external working groups, councils, and committees

• Supporting activities of the parent Coral Conservation Division, Coastal Programs Division, and Office of Ocean and Coastal Resource Management

QUALIFICATIONS:

Minimum Requirements:

• Master’s degree (highly preferred) or bachelor’s degree with equivalent additional experience in a relevant discipline such as marine science, biology, marine or environmental management or policy

• Two or more years post-graduate work experience in coral reef-related or integrated CZM management positions, with a strong coral reef management focus

• Two or more years of experience working on or with small island states, preferably in the Western Pacific region

• Demonstrated proficiency in one or more of the technical fields listed in the job responsibilities section of this announcement

• Understanding of coral reef ecosystems, their threats, strategies for their conservation, and coastal management issues

• Ability to work independently and cooperatively with a range of individuals that are geographically separated and that represent a range of different cultures

• Ability to work on several projects simultaneously and to shift priorities as needed

• Fluency in oral and written English, and strong communication skills

• Experience coordinating efforts and projects with multiple partners

• Technical proficiency with Microsoft Office programs

Strongly Desired:

• Four or more years post-graduate work experience in coral reef-related scientific or management positions

• Two to three years of program development and project planning experience

• Experience working in a governmental work environment, matrix organization, and/or demonstrated ability working in team settings

Job Description:

The Fire Ecology Specialist is responsible for assisting the Fire Ecologist in implementing and developing plant ecology and fire science research and providing information and education to the public.

Duties will include supervision of existing long-term research projects, assisting development and implimentation of new research projects, data management, writing manuscripts, hiring and supervising interns, acquiring and maintaining supplies and equipment, assisting with prescribed burning and other institutional needs, and assisting with extension and education activities.

Research interests of the Fire Ecology Program are diverse and include effects of fire regime on natural community composition and structure, landscape fire history, natural community classification, fire and soil nutrient cycling, remote sensing of burn severity, and fire in hardwood forests. The position will provide opportunities to receive fire training and other educational experiences, such as attending conferences and workshops.

(1) Masters degree completed in biology, forestry, wildlife, natural resources, or related field,
(2) comfortable with leadership role in supervising interns and technicians,
(3) enjoys working in difficult (hot) outdoor conditions,

JOB SUMMARY:

American Rivers seeks a Conservation Associate to support American Rivers’ Clean Water program as well as provide program support to the Government Relations department and administrative support to the Senior Vice President for Conservation and Vice President for Government Relations. The Associate will help support federal policy efforts to promote green infrastructure and protect small streams and wetlands and assist with work in the Chesapeake Bay watershed. DUTIES AND RESPONSIBILITIES INCLUDE:

Clean Water Program and Conservation (50%):

• Work with the Senior Director, Clean Water Program to carry out American Rivers Clean Water program work;

• Conduct research and write reports and outreach materials on clean water issues, green infrastructure, stimulus spending and other issues;

• Attend lobbying meetings, prepare lobbying materials and assist in the development of strategies to pass selected clean water legislation;

• Help develop strategy for administrative changes, prepare materials, attend agency meetings;

• Provide research assistance to clean water program staff as necessary;

• Assist the Senior Director of the Clean Water Program and the Vice President for Conservation in preparing presentations and written materials;

• Work closely with key staff from the Clean Water program and other departments assigned to these initiatives, including Government Affairs and Communications;

• Work with Clean Water program staff to develop website materials;

• Monitor state level water infrastructure financing agencies to identify and track barriers to green infrastructure investment, as well as identify exemplary programs;

• Provide administrative and clerical support for the Vice President and Senior Vice President for Conservation and the Senior Director of the Clean Water Program as needed including prepare travel folders with appropriate, well-organized information and material;

• Provide administrative, clerical and programmatic support and other duties as directed.

Government Relations (50%):

• Work as a member of the Government Relations team to carry out American Rivers’ legislative agenda;

• Conduct research and draft factsheets regarding priority river and water legislation;

• Attend hearings; represent American Rivers at conservation community meetings; assist in delivering materials to Congressional Offices;

• Manage Congressional database and database of Congressional sign-on letters;

• Manage quarterly and semi-annual lobbying disclosure reporting requirements for the Government Relations Department;

• Manage special projects;

• Provide administrative and clerical support for the Vice President of Government Relations.

JOB REQUIREMENTS:

• Working knowledge and experience with water science and/or policy desired

• Demonstrated experience in planning and carrying out conservation-related research and/or policy projects

• Excellent writing, interpersonal, and other communications skills

• Decisive and able to work independently; proactive and solution-oriented

• Proven success at anticipating needs and taking initiative; capable of following through on assignments with minimal direction

• Able to work effectively as part of a team

• Ability to multi-task and meet deadlines

• Consistent exercise of discretion and independent judgment.

• Highly resourceful, organized self starter

MINIMUM QUALIFICATIONS:

1. Advanced degree or professional certification in a relevant field desired.

2. At least 1 year of experience in a relevant field.
