Duties:
Oversees all aspects of Aquarium education and marine conservation programs: administration; coordination; structure, content and curriculum; and budget. Directs activities and serves as primary point of contact for the Aquarium's marine conservation programs. Represents the Aquarium philosophy of science and marine conservation education to all Aquarium staff, volunteers, collaborating agencies and institutions, professional audiences and the general public. Provides direction for educational objectives, content and accuracy for Aquarium programs and events, marketing and promotions. Contributes to publications and exhibit design. Contributes to development, implementation and instruction of Education Department volunteer training and evaluation, scheduling and management.
Oversees development, evaluation and dissemination of instructional, informational and teaching materials for staff, Aquarium education programs and exhibit interpretation. Contributes to the School Support Program's on- and off-site presentations and tours for school students and teachers. Contributes to facilitating visits and programs for preschool through college groups as appropriate. Contributes to the Community Enrichment Program's activities, classes, lecture series, workshops, fieldtrips, and ecotravel opportunities for adults, families and children. Participates as an instructor or tour leader as appropriate. Participates in all levels of Aquarium planning, including: planning and department head meetings; exhibit planning meetings; staff meetings; Education Department and program/project meetings, as required. Oversees development of department budget: revenue projections and expenditures for the department and individual programs with consultation from coordinators. Oversees monitoring of expenditures, advises staff on spending issues.
Contributes to, organizes or chairs committees, develops specialty programs/projects in collaboration with other Aquarium departments or with external entities. Contributes expertise and support to other Aquarium department programs/projects. Makes sound, independent decisions in education and conservation biology based on analysis, experience and judgement. Provides, in cooperation with Department staff and professional colleagues, workshops and other pre-and in-service training for education professionals. Develops and maintains working relationships with relevant academic institutions, government agencies and other organizations by building connections and collaborative undertakings that advance the Aquarium's mission and marine conservation goals. Oversees maintenance, cataloging and management of the Education Department library and collections of reference materials, equipment and teaching props, including policies and budgeting. Compiles data on Aquarium marine conservation activities and education offerings for use in internal reports, as well as in response to external requests. Prepares, contributes to, or coordinates grant applications. Participates in off-site meetings and seminars. Recognizes and develops new opportunities to advance the Aquarium's education and marine conservation mission and goals.
Serves as information resource for the public. Provides expertise and support for department programs and other Aquarium departments. Publishes results of program concept, design, application or evaluation, as appropriate, in professional/trade journals and media outlets. Presents or demonstrates programs and findings at professional conferences. Writes, proofreads or edits materials for use at the Aquarium or externally, such as fact sheets, worksheets, pamphlets, training manuals, books, etc. Assures technical and philosophical accuracy in exhibit interpretation and program descriptions. Minimum qualifications:
Possession of a baccalaureate degree in a field of biology relevant to marine science or marine resource conservation or related field; or education and 3 year(s) of progressively responsible professional experience with responsibilities for education in a community or formal classroom setting; or wildlife/conservation biology as it relates to the marine environment, or related field; or equivalent education/training or experience.
Considerable working knowledge of principles, practices and techniques in the education and marine conservation biology as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with education and marine conservation. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to experiment and cultivate the ideas of others to identify solutions to complex and less-defined problems. Demonstrated ability to maintain records, prepare routine statistical analyses for departmental, annual, and other reports, grant applications and publishable papers and talks for professional conferences. Evidence of ability to work in a lead or support position within a team, and an understanding of the importance of meeting performance standards and deadlines.
Ability to travel independently to and from meetings, events and the Aquarium in a timely manner, fulfilled by possession of a valid Driver's License (Class 3), or use of other transportation which meets position needs. Ability to lift and carry up to 40 pounds, for the purpose of transporting program and project materials to meetings held off-site. Able to work some nights, weekends, and/or holidays, and flexible working hours to offer programs at times convenient for the target audiences to attend. Knowledge of natural history, biology, and ecology of marine organisms. Demonstrated ability to interpet guidelines, evaluate information and modify processes to adapt to changing circumstances.
Desirable qualifications:
Considerable knowledge of the principles and practices of a classroom and field instructor. Ability to lead on-site and off-site activities, including hiking, wading, swimming, snorkeling or others, as appropriate to the program. MS degree in Conservation Biology/Wildlife Biology, as related to the marine environment; or Education. Knowledge of the natural history, biology, ecology and conservation needs of tropical Pacific marine organisms, especially those of Hawaii. Knowledge of national and State of Hawai'i Department of Education Content and Performance Standards for science education. Experienced public speaker, with experience of working with the public and media. Current SCUBA certification and ability to meet University of Hawaii scientific diver criteria.

Background
Under the National Coastal Zone Management Program (CZMP), the National Oceanic and Atmospheric Administration (NOAA) and 35 state and territorial partners implement comprehensive programs to:
• Protect natural resources;
• Manage development in coastal hazard areas;
• Maintain and improve coastal water quality;
• Provide public access for recreation;
• Redevelop urban waterfronts and ports, and preserve and restore historic, cultural, and aesthetic coastal features;
• Simplify and coordinate governmental decision-making actions; and
• Assure that the public and local governments participate in coastal decision-making.
The Coastal Programs Division within NOAA's Office of Ocean and Coastal Resource Management (OCRM) administers the CZMP at the federal level. The Coastal Programs Division is responsible for advancing national coastal management objectives and maintaining and strengthening state and territorial coastal management capabilities. It supports states through financial assistance, mediation, technical services, and participation in priority state, regional, and local forums.
A core team of Coastal Management Specialists in the Coastal Programs Division provides direct support to state coastal management programs to monitor and support program implementation, ensure adherence with federal guidelines, as well as more general regional coordination and networking. Additionally, team members provide cross-cutting support for regional or nationwide projects on issues such as coastal hazard mitigation, habitat protection, coastal and offshore energy development, etc.

Program Administration and Support:
The individual selected for the position will provide support as described above for two to three state coastal management programs, and assist in coordination and management of various national or regional projects and programs. A significant part of the position will be focused on the Great Lakes. One or more of the assigned coastal management programs will be Great Lakes states, and the specialist will have the opportunity to become involved in Great Lakes regional issues and projects.
Tasks-
The Coastal Management Specialist will:
• Serve as liaison to two to three state coastal management programs, providing financial and programmatic oversight to the programs.
• Seek out opportunities within NOAA, other federal agencies, and other avenues to provide technical assistance to the assigned programs.
• Ensure assigned programs are adhering to relevant federal regulations and are implementing state authorities as approved; ensure programs are up to date and review proposed changes to programs; and communicate state program issues, successes, challenges, etc. to appropriate forums.
• Represent assigned programs, the Coastal Programs Division, and OCRM in a variety of forums; respond regularly to queries for program information.
• Support implementation of regional and national projects in areas of interest; participate in annual national and regional programmatic meetings, where all CZM staff convene for program administration and thematic discussions, resource sharing, and exchange.
• Prepare briefing materials for a range of audiences, program activity summaries, and text for OCRM website elements; support OCRM in a range of projects and program management functions.
Desired Knowledge and Experience
• MA or MS and two years professional experience required. Experience and education should be in coastal management; environmental policy; public policy; marine or coastal sciences; or natural resource management.
• Knowledge of the CZMA and other NOAA programs
• Demonstrated experience in coordinating programs across a geographically diverse, partnered network of agencies or organizations.
• Demonstrated experience working as a member of a team.
Skills and Abilities
• Analytic abilities and communication skills necessary to address complex issues, policy applications and relationships that commonly occur in networked, State-Federal partnership programs.
• Ability to communicate effectively orally and in writing, with an emphasis on the need to tailor material to a range of audiences.

Travel Requirements
The position is located at NOAA’s headquarters in Silver Spring, Maryland. It requires periodic travel (approximately 2-4 trips per year lasting 3-4 days each) to participate in national and regional CZM and related meetings, occasional state visits, and attendance at professional conferences.
Oversight
The Contractor will perform work on a daily basis under the direction of the Coastal Programs Division Chief and Regional Team Leader(s). The Regional Team Leader(s) will assume overall responsibility for oversight of work performed under this agreement, and will meet with the contractor on a regular basis to monitor performance and provide support. The Contractor will receive orientation relating to the above listed tasks. The Office of Ocean and Coastal Resource Management’s Contracting Officer's Technical Representative (COTR) will serve as point of contact for JHT for all administrative matters.

The mission of the Elkhorn Slough Foundation, a non-profit land trust, is to conserve and restore the Elkhorn Slough estuary and its watershed. The Mission of the Elkhorn Slough National Estuarine Research Reserve is to ensure the perpetual health of ecosystems in Elkhorn Slough and the surrounding watershed through preservation, restoration, research, information exchange and education with particular emphasis on the Research Reserve.
Summary:
The Elkhorn Slough Foundation is currently looking for a skilled wetland scientist to support the Elkhorn Slough Tidal Wetland Project, an initiative led by the Elkhorn Slough National Estuarine Research Reserve (ESNERR). ESNERR is owned and managed by the California Department of Fish and Game and is operated in partnership with the National Oceanic and Atmospheric Administration and the Elkhorn Slough Foundation (ESF). The Wetland Scientist will work independently under the guidance of the Tidal Wetland Project Director to conduct duties including restoration plan preparation, project management, contractor oversight, project permitting and the preparation of documents and reports. Though funded through ESF, the position reports to staff of ESNERR.
The Wetland Scientist will be engaged in an array of activities that advance the Elkhorn Slough Tidal Wetland Project, which involves over 100 decision-makers, resource managers, stakeholders and scientists in developing and implementing restoration strategies for a 2600-acre estuary and its watershed (http://www.elkhornslough.org/tidalwetlandproject). The main focus of this position is to implement the strategies outlined in the Elkhorn Slough Tidal Wetland Strategic Plan (http://www.elkhornslough.org/tidalwetland/strategic_plan.htm).
Primary Responsibilities:
(1) Project Management – 60%
* Collect and compile scientific information generated by staff, consultants and collaborating scientists to inform restoration project plans and experimental designs.
* Develop and edit documents such as project planning reports, restoration plans, grant applications and progress reports.
* Identify and gather the elements needed for permits to implement restoration activities, including working with regulatory agencies.
* Collaborate with partners and staff and supervise the work of consultants, interns and volunteers to ensure timely delivery of high quality work products.
* Track budget expenditures.
(2) Working Group Facilitation and Stakeholder Involvement - 15%
* Contribute to meeting and educational material planning, including recruiting and collaborating with speakers
* Assist in the reduction of technical information for outreach/educational materials
* Assist in running meetings of coastal resource managers, scientific and restoration experts, representatives from key regulatory and jurisdictional entities, leaders of conservation organizations, and community members.
(3) Grant Writing – 20%
* Investigate funding opportunities for restoration, research and monitoring, and permitting activities. This includes reviewing requests for proposals, prioritizing opportunities, developing timelines, editing and compiling grant proposals and communicating with appropriate funding organizations and agencies about the project.
(4) General – 5%
* Participate in coordinated program initiatives of the Elkhorn Slough National Estuarine Research Reserve and the Elkhorn Slough Foundation.
Required Qualifications:
* B.S. (M.S., PhD. Preferred) in a relevant field such as biology, ecology, environmental planning, engineering, hydrology or geology.
* Strong knowledge of Pacific Coast salt marsh ecology and geomorphology

Position Description: The landscape-scale alteration of hydrologic, biotic, and biogeochemical functions in the Lower Mississippi Valley (LMV) requires landscape-scale rehabilitation and restoration in order to replace those lost functions. Current research programs at the USGS National Wetlands Research Center are studying the restoration of ecosystem functions and services at multiple spatial scales. Specific duties of the position include:
· Use a combination of GIS, remote sensing, modeling, and field experimentation to understand, analyze, and predict population, community, or ecosystem patterns and processes at multiple temporal and spatial scales
· Conduct landscape spatial analysis with GIS software (ArcView, ArcInfo, ArcGIS, etc.)
· Collect appropriate data in the field as necessary to support landscape analysis and interpretation and model development and validation.
· summarize field and laboratory data into tabular, graphic, or narrative form using MS Word, MS Excel, MS PowerPoint, and Sigma Plot software
· analyze results and assist in writing reports and manuscripts
Requirements: The position requires a master's degree (or equivalent) and knowledge or experience of biology or zoology, ecology, botany, wildlife, and/or fisheries biology. The individual shall have the ability to work independently within established guidelines and operational procedures to ensure uniform data collection between field personnel and succeeding years of data collection and sampling. One-year experience in data entry and knowledge of PC-based computer systems is required. Knowledge of GIS software programs is required.

This is an entry-level position responsible for reviewing, analyzing and evaluating applications under Chapters 403, 373,
258 and 253 Florida Statues (F.S.), Public Law 92-500, and all Chapters used to implement the District’s Submerged Lands & Environmental Resource Program. The proposed projects involve activities such as dredging or filling in/on navigation channels, ports, beaches, marinas and industrial facilities, and wetlands; construction of bridges, roads, boat ramps, docks, seawalls, riprap and water-related recreational facilities. Reviews mitigation proposals. Projects are evaluated for possible environmental impacts with regard to water quality and pollution potential, wildlife and their habitats (including that for nursery areas and threatened/endangered species), and biological productivity. Other factors for review include flow of water, navigation, public health, safety and welfare, recreation values, and archaeological resources. Additional reviews are conducted to determine if proposals involve use of sovereignty-submerged lands.
Conducts site inspections and assessments of specifically assigned projects and prepares a report/or permit application appraisal on each proposed project describing the project, summarizing the environmental impact with regard to biological resources and water quality, and recommends permit approval of denial as outlined in Chapters 373, 403, and 120, Florida Statues. Assists other staff in conducting wetland delineation determinations using methodology outlined in FAC 62-340. Responds to inquiries from the general public regarding the program’s permitting process and wetland issues.
Drafts permit to include specific conditions, which address suitable construction methodology, biological, and water quality monitoring, wildlife and habitat protection and mitigation. Prepares appropriate documents to authorize use of state owned lands.
Conducts pre-application meetings with applicants, engineers, and consultants concerning wetland jurisdiction and general feasibility of potential projects.
Responsible for proper use and care of state-owned property assigned to this sections. Attends workshops and training, as required.

Description:
The desert tortoise (Gopherus agassizii) is federally listed as a threatened species north and west of the Colorado River under the Endangered Species Act. The focus of the desert tortoise line distance sampling (LDS) monitoring program is to collect data that will allow researchers to estimate population density of these animals in the eastern portion of their range. LDS monitoring occurs during April and May to coincide with the peak in the desert tortoise activity season. Field training will require participation in a rigorous 4 week program during which the Data Quality Specialist will be required to demonstrate proficiency in backcountry wilderness field skills including but not limited to 4WD vehicle operation, the use of GPS, topographic maps, and PDA technology. In addition, the Data Quality Specialist will be field tested on their ability to follow monitoring protocols thoroughly and precisely. A Data Quality Specialist is required to successfully conduct data quality assurance/quality control (QA/QC), and will play a vital role in facilitating the effective and efficient collection and submission of LDS monitoring data.
The primary responsibilityes of this position include assuring all technical equipment is functioning properly, downloading data from RDAs to a central laptop computer at designated field sites, providing prompt feedback to field technicians to improve data collection, and editing the electronic database to ensure that the database and paper data sheets are accurate and consistent. As well, the Specialist is responsible for overall database management, including weekly submission of raw and edited databases to USFWS. The Data Quality Specialist will work directly with the LDS Program Coordinator and other program staff to train and schedule over 30 seasonal field staff, maintain field equipment and complete equipment inventories. This position requires extensive travel to and from field sites and may require weekly field camping with field crews. This position may require long hours including early mornings and weekends.

Working closely with the Aquaculture Director, Vice President for Fishery Conservation, and Government Affairs staff, develops, coordinates and implements strategies to advance Ocean Conservancy’s agenda for offshore aquaculture and sustainable fisheries management. Coordinates the development of Ocean Conservancy legislative proposals by working with program staff to determine when new legislative authority is needed, draft testimony, legislation, and legislative amendments, and assist Congressional staff. Represents the organization, responds to requests for information and maintains close contact with Members of Congress, their staff, the Administration, and federal agencies. Works with Ocean Conservancy staff to prepare and edit articles, reports, action alerts, press releases, and other materials to educate members, activists, the media and the public and to identify and secure new sources of funding. QUALIFICATIONS:
Bachelor’s degree in environmental law, policy or political science with a minimum of 3-5 years experience working with Congress, the federal government and its agencies on marine, environmental, or natural resource policy issues, including aquaculture and U.S. fishery management. Excellent interpersonal, writing and communication skills are a critical prerequisite for this position. Ability to effectively communicate the substance of legally, scientifically and politically complex legislative and technical issues to a range of audience. Strong organizational skills and the ability to work both within a team environment and independently are essential. Ability to set priorities among competing projects, meet deadlines, and resolve routine problems with minimal supervision is important. S/he also serves as contact with the internal and external government relations community in the policy arena to keep abreast of new developments and opportunities that may be useful to the Conservancy and to report on and share the Conservancy’s experiences.
The Senior Policy Advisor works closely with and reports to the Regional Director, Pacific North America. In addition, the PNACR Senior Policy Advisor works closely with the Regional Science and Conservation Director and the leads of the PNACR’s Marine and Salmon Initiatives. Other focal areas will include leading and supporting PNACR chapters in addressing key federal and/or multi-state policy issues or initiatives, including, but not limited to, climate change, international border issues, forest health, and Farm Bill implementation.

Job Description:
Participate in data collection/analysis efforts for an NSF-funded research project that is designed to look at the causes and effects of nutrient limitation on carbon cycling and storage in wetlands. The position involves both extensive field and laboratory work. Quarterly field campaigns will last 2+ weeks at a time and will involve work at sites in Georgia, South Carolina, North Carolina, and Rhode Island during all seasons of the year. Measure photosynthesis and respiration rates at wetland field sites. Develop/refine and utilize radiotracer techniques to measure bacterial production in soil samples. Collect, process, and analyze soil and water samples for organic matter content, carbon/nitrogen/phosphorus content, nutrient concentrations, and other parameters. Collect and process samples for phosphorus chemistry, enzyme activity, and biomass measurements. Be involved with and assist with summer wetland education workshops for undergraduate students. Maintain accurate records including processing and analyzing data and metadata. This position is located in Georgetown, SC.
Minimum Qualifications:
B.S. in ecology, biogeochemistry, biology, soil science, aquatic/marine science, chemistry or related field and two (2) years relevant experience, or high school education and six (6) years related research experience.
Must have a valid driver's license and be able to drive a pickup truck. Must be computer-literate, with experience in spreadsheet and word processing software. Must be detail-oriented, able to effectively organize multiple tasks and prioritize work demands, and work independently with minimal supervision. Must be able to lift and carry up to 40lbs. for moderate distances over unstable terrain and be able to tolerate field conditions with heat, humidity, cold, inclement weather, mud, and insects. Must be able to travel for quarterly field campaigns of 2+ weeks.

Duties: As the Stock Assessment Scientist, the incumbent is responsible for developing, coordinating, and/or maintaining stock assessment programs for the Commission and its member states. This position will work closely with the Interstate Fisheries Management Program's species technical committees and stock assessment subcommittees in compilation, analysis, and dissemination of technical information for development of Commission fishery management plans and amendments. The incumbent will also assist in the coordination of the Commission’s assessment priorities, schedule, and standard benchmark stock assessment protocols through the Assessment Science Committee, and completing other assessment activities such as multispecies assessment modeling. Preference will be given to applicants with experience in stock assessment methodology and statistical software programming.
The position of the Stock Assessment Scientist is funded through the Atlantic Coastal Fisheries Cooperative Management Act federal financial assistance. This position is based out of the Commission’s Washington, DC office and may require frequent overnight travel, primarily along the Atlantic Coast. The incumbent reports to the Commission’s Science Director.
Qualifications:
Applicants must have a graduate degree in fisheries science, population dynamics, marine biology, or a related field. Experience with fisheries stock assessment methods (e.g. surplus production models, virtual population analysis, and statistical catch-at-age models), experience with statistical software (e.g. R, SAS, AD Model Builder), experience with database management, interdisciplinary preparation for fisheries management, proven writing and speaking skills, communication, coordination and interpersonal skills, and should be demonstrated. The salary for this position will be within the range listed above and based on the experience and background of the applicant. United States citizenship required.

POSITION DESCRIPTION
Position Title: Stock Assessment Scientist
Classifications: Fisheries Specialist II
General Description:
The Stock Assessment Scientist is responsible for developing, coordinating, and/or maintaining stock assessment programs for the Commission and its member states. This position will work closely with the Interstate Fisheries Management Program's species technical committees and stock assessment subcommittees in compilation, analysis, and dissemination of stock assessments and other technical information for development of Commission fishery management plans and amendments. The Science Department assists the Commission and its member states, in cooperation with relevant federal fishery management agencies, to coordinate and improve Atlantic Coast data collection and research programs for more effective state, federal, and interjurisdictional fisheries management. The Science Department assists in increasing compatibility between state, federal, and university data collection programs; responding to priority research issues and development of regional research programs; improving integration of fishery-dependent (recreational, commercial, biological, social, and economic data) and fishery-independent data in Commission stock assessments and fisheries management; improving accuracy, precision, and timeliness of recreational and commercial data; coordinating efforts to decrease duplication of sampling effort and fill gaps in sampling; and providing information to fishing organizations and the general public.
Specific Duties:
1. Assist in the compilation of fisheries-dependent and fisheries-independent data for inclusion in Commission stock assessments and multispecies/ecosystem models. Assist species technical committees and stock assessment subcommittees in development of species stock assessments.
2. Coordinate the scheduling, priorities, and development of standard protocols for conducting Commission stock assessments and external peer reviews (e.g., ASMFC External Peer Review Process, Stock Assessment Workshop/Stock Assessment Review Committee, and the Southeast Data and Assessment Review process).
3. Conduct special projects, workshops, meetings, and cooperative programs to address regional and coast wide fisheries research and scientific issues.
4. Coordinate the compilation of Commission research needs.
5. Participate as a member of relevant committees of the Atlantic Coastal Cooperative Statistics Program (ACCSP) and the Fisheries Information Network (FIN) to assist in the development of consistent fisheries-dependent data collection programs and coordination with regional fisheries independent programs.
6. Coordinate with other Commission staff to ensure integration of activities with other Commission programs.
7. Conduct other tasks as assigned by the Science Director.
8. Conduct these activities according to Commission policies and procedures.
Supervision Received:
The Stock Assessment Scientist reports directly to the Science Director, and is expected to exercise a substantial amount of discretion in accomplishing work subject to the direction of the supervisor.
Work Environment
Work is performed in an office setting; however, it involves extensive travel.
Overtime
This position is not qualified for overtime under the Commission's policies. Compensatory time and flexible working hours (with supervisory approval) are available under the commission's policies. However, the Stock Assessment Scientist position is a salaried employee and is expected to put in the effort needed to make the Commission's program successful.

Spring Seasonal Naturalist

Two positions available. $265/week plus housing (on the sanctuary!) and utilities. Full time, non-permanent position.
Dates: March – May 31 st
Location: Audubon Center at Francis Beidler Forest - Harleyville, SC. A National Audubon Society Center and 15,000+ acre wildlife sanctuary located in Four Holes Swamp. Site of the largest remaining stand of virgin Cypress/Tupelo swamp forest left in the world. Native wildlife abounds amidst 1000 year-old cypress. Within easy drive to beautiful Charleston, SC.
Qualifications: At the very least, present enrollment in or completion of an accredited degree program in some area of Natural Science. Ideal candidate will have had other seasonal or internship experience.
Duties: Lead interpretive walks for all ages on 1.75 mile boardwalk thru virgin cypress swamp; lead half-day canoe trips deep into the heart of the swamp; assist with Spring special events and programs; help run the visitor center desk; assist with wildlife and sanctuary management as needed; various maintenance duties. Independent projects possible as time allows. College internship credit possible, according to individual institutional guidelines.
