Employee Parking
Faculty and staff members who require parking must apply each academic year in advance. Parking Services will send email notices when applications are available. Applications will be available via the Cougar Trail.
NOTE: Employees who submit an application will be assigned parking for the entire academic year, Fall – Summer II.
Employees who require parking should follow the steps below:
- Submit a parking application before the application deadline date. If you apply and you do not receive notice that your application has been received call Parking Services. The application dates for the 2009-2010 academic year will be: April 6 through June 1, 2009.
- Once you receive your assignment via email, you must go into Cougar Trail to “pay” for your permit, even if you are setting your permit up for payment via payroll deduction. (Other forms of payment include Visa, Mastercard, American Express, and Discover. Cash or check payments can be made in person at the Parking Services office.) In order to complete this step, log into Cougar Trail as an “employee.” select “Parking Account” from the “Personal Info” column, and follow the simple instructions in the dialog box. It is essential that you complete this step, as permits are mailed directly from the vendor to employees’ home addresses, and this step sets the permit up for delivery. Assignments will go out no later than 6/26/2009 (date subject to change), and the deadline for online payments is Monday, July 27, 2009.
- Permits will be mailed to employees’ home addresses directly from the vendor, and will arrive in-home no later than 8/21/2009.
- Display your permit no later than the first day of classes for the Fall semester (8/25/2009).
Employee parking assignments are based on an employee's parking eligibility date which includes all years of state employment plus any temporary service time at the College of Charleston. If you have a question about or dispute with your parking eligibility date, please contact Human resources no later than 5/30/2009.
CARPOOL PROGRAM
Employees who participate in a carpool may elect to split the cost of one permit, either up front or through payroll deduction. Employees wishing to participate in a carpool must apply in person at Parking Services on or before the application deadline date.
ALTERNATE PARKING OPTIONS
The College of Charleston has an arrangement with CARTA to provide free access on the new CARTA Express service. Many campus employees have found CARTA Express to be an ideal alternative to driving their personal cars and parking on campus. Additionally, Parking Services has teamed up with Cougar Card Services to offer reduced-price garage parking for employees who only drive to campus occasionally. The reduced price of $5.00 per day will be valid on a first-come first-serve basis in the Wentworth (WG) and St. Phillip (PG) Garages. To be eligible for the $5.00 garage rate, you must have a minimum of $5.00 on your Cougar Card, and your Cougar Card must bear the designation of “EMPLOYEE” or “FACULTY” (student Cougar Cards will not be accepted). If your visit to campus is brief and your parking fees for the day are less than $5.00, your Cougar Card will be charged the exact price owed. Please note that if you exit the garage and reenter on the same day, you will be subject to paying up to $5.00 for each exit. EVENING AND WEEKEND PARKING
Any employee permit is valid in any faculty/staff surface lot after 3:00PM Monday through Friday and all day on weekends. Evening permits cost $80 and are available to employees who require parking after 3:00PM. These permits are valid in any faculty/staff surface lot (except WA) after 3:00PM Monday through Friday and all day on weekends. Interested employees should apply for evening permits in the Parking Services Office.

- Employees who are assigned perimeter garage parking and choose payroll deduction are advised that the payroll deduction will be taken from the first 9 paychecks. Once the permit is paid in full, there is no refund if the employee leaves the College or returns the permit. Additionally, there is no pro-ration on the price for a perimeter garage parking permit no matter when it is purchased.
MOTORCYCLE SURFACE PARKING ($125/YEAR)
- Designated spaces in: PP lot (“MP”), the north side of Berry Residence Hall next to McAlister (“MM”), in the AD Lot near the Addlestone Library (“MA”), and in between Starbucks and the Treasurer's Office on Calhoun Street (“MW”).
- An additional motorcycle lot will be available for Fall 2007 next to Starbucks on Calhoun St.
EMPLOYEE HANDICAP ACCESSIBLE PARKING ($225/YEAR)
- Refer to parking map for locations.
- You must have a state-issued handicap placard to purchase an HA Permit. If you apply for an HA permit, please bring your state-issued handicap placard to Parking Services for verification.
EVENING PARKING ($80/YEAR)
- Allows you to park in any core surface faculty/staff lot (except WA Lot) after 3:00 PM weekdays and all day on weekends.
NOTE: WA Lot and all garages require a $20 refundable card deposit
PAYMENT OF FEES
Employee parking fees can be paid using the payroll deduction method. Pre-tax deductions are available if requested. Parking fees for temporary employees using the payroll deduction method will be deducted from the first six (6) paychecks for the academic year. Persons who park in a garage or the WA lot and opt to use the payroll deduction method must pay the $20 refundable magnetic card deposit in the Parking Services Office on or before payment deadline date. Parking fees can also be paid in full in advance in the Parking Services Office by check, cash, money order, and Master, Visa, or Discover card.
Employees leaving the College prior to the end of the academic year must return their parking permits/garage cards to Parking Services before leaving. Upon receipt of a returned permit/garage card, Parking Services will stop the employee's payroll deductions and/or issue a prorated refund.
NOTE: Aquarium Garage fees will not be prorated, and Aquarium Garage fees will not be refunded after September 30th.
ACCESSIBLE PARKING
Employees who require accessible parking should complete an accessible parking permit application each year in the Parking Services Office. Please see the section regarding Accessible Parking for more information.
