Research and Education Awards Program (REAP)

General Information
The SC Space Grant Consortium and SC NASA EPSCoR are pleased to announce the Research and Education Awards Program (REAP). The REAP will provide support for faculty members and/or students at SCSGC member institutions, particularly for the development of contacts and collaborations that will bring South Carolina faculty educators into the mainstream of research activity, thereby increasing their chances for successfully competing in the research and education marketplace. The consortium has $125,000 in SC Space Grant funding (and an additional $90K in SC NASA EPSCoR funds**) set aside for awards in the REAP. This program may also supplement/augment already existing opportunities, such as NASA/ASEE Summer Faculty Fellowships and NASA Graduate Student Researchers Program. As is true with all SCSGC Programs, minority participation is encouraged.
Objectives
The primary objective of the REAP is to provide funding for faculty members to initiate or enhance research and education programs that have strong linkages to NASA’s Mission Directorates supporting the Vision for Space Exploration (http://www.nasa.gov/mission_pages/exploration/main/index.html). Consequently, the overall goal is to effectively utilize the SCSGC resources: 1) to develop new research projects or directions, 2) to obtain unique training and exposure, and 3) to foster collaborations among the campuses, as well as with NASA and/or other federal agencies and the aerospace industry, in general.
Consequently, the REAP is not intended to provide long-term continuing support for faculty members and priority will be given to new faculty members and other faculty members with strong research/education records who are proposing research/education activities in areas outside their established area(s). It is anticipated that faculty members receiving funding through the REAP will use the funds as an incubator for long-term research/education relationships with NASA Centers and other federal agencies.
This program is separated into five subprograms with the following specific objectives. Proposed projects MUST demonstrate relevancy to NASA’s Vision and Mission. The maximum funding level for awards is in parentheses.
- THE RESEARCH GRANT AWARD SUBPROGRAM is intended to provide faculty members with funds to conduct a one-year research project (with the possibility of renewal for one additional year) in support of one of NASA’s Mission Directorates in earth science, space science, aeronautics, and the human exploration and development of space. *For a project to be truly competitive, a researcher should have a direct partnership with a NASA facility, lab or center. Up to five awards will be made ($30,000 maximum per award, not including matching funds).
- THE RESEARCH FACILITATION/INITIATION AWARD SUBPROGRAM is intended to provide faculty members with research support for aerospace-related activities, such as (but not limited to) initiating a research project, enhancing an existing research activity, supporting a graduate student to join a faculty member at a field center for part of a summer term, developing a new research project among scientists at several SCSGC campuses, or providing faculty summer support at facilities not covered by existing programs. ($8,000 maximum per award, not including matching funds).
- THE EDUCATION RESEARCH AWARD is intended to provide faculty members with research support for science, technology, engineering or mathematics (STEM)-related activities, such as (but not limited to) initiating an education research project, enhancing an existing education research activity, supporting a graduate student to join a faculty member at a field center for part of a summer term to help with the education research project, developing a new education research project among scientists at several SCSGC campuses, or providing faculty summer support at facilities not covered by existing programs. ($8,000 maximum per award, not including matching funds).
- THE CURRICULUM DEVELOPMENT AWARD SUBPROGRAM will provide funds for faculty members to develop coursework or education materials related to the fields of science and engineering. ($4,000 maximum per award, not including matching funds).
- THE TRAVEL AWARD SUBPROGRAM will provide funds for faculty members and students to make short trips to visit federal facilities (especially NASA facilities), to meet with international groups or other Space Grant campuses and to a lesser extent to present results at professional meetings. Proposals that are submitted to this program must demonstrate the need for, and expected benefit to, the research/training of the applicant ($2,000 maximum per award, not including matching funds).
ELIGIBILITY
Faculty affiliated with a SCSGC campus are eligible to apply. In cases where support is requested for a student (undergraduate/graduate), he/she must be a U.S. Citizen. In cases where support is requested for a visiting scientist, the application must be submitted by, and be the responsibility of a faculty member at a SCSGC university.
*SCSGC cannot provide funds to non-US citizen faculty in the form of salary or travel. A non-US citizen may apply for our programs as a PI or as a Co-PI if all SCSGC funds support the research of US citizens (faculty or students). Non-US citizens may receive support from their universities and these funds may be used as part of the 1:1 matching cost share required for the grant.
COST SHARING AND ALLOWABLE COSTS
The Consortium is required to match NASA 1:1. Therefore, applicants will be required to match 100% of their requested funds with non-federal funds from their institution. Match can be in the form of either hard money matches or in kind matches, including waived indirect costs, academic release for faculty members, student stipends, instrument and computer time.
As per SCSGC policy, SCSGC funds cannot be used for indirect costs and overhead charges. Applications solely for the acquisition of equipment cannot be funded.
SELECTION OF PROPOSALS
All applications that meet the eligibility requirements and guidelines established for this Program will be reviewed for merit. Applications will be rated based upon the extent to which they meet the following criteria and will be ranked in each subprogram. The SCSGC Board of Directors will make the final decisions on funding proposals.
- Scientific merit of the proposed project.
- Relevance of the project to NASA’s Vision and Mission. Clear demonstration of how proposed effort will support NASA’s workforce development initiative.
- Competency of the project personnel with emphasis on the potential degree of enhancement and on the probability the project will lead to further funded work.
- Overall utility and relevance to SCSGC research and human resources development objectives.
- Clear budget with sound justification.

Deadline for receipt of a letter of intent in the main SC Space Grant office via mail, fax or email. The LOI should include your contact information, the proposed project title and a short abstract, as well as the contact information for your suggested reviewers.

SPECIFIC PROPOSAL REQUIREMENTS AND FORMAT - to be submitted online
- Application: Complete the application form.
- Project Summary: For all awards except the Research Grant Award, provide a maximum two-page project proposal. For the Research Grant Award, provide a maximum five-page proposal including references (required). Proposals exceeding the page limit will not be reviewed.
- Include an Outcome Statement: How is this project linked to NASA’s Vision/Mission and how will this effort contribute to NASA’s workforce development initiative? (no more than 1 paragraph)
- Budget: Include a line item budget for direct costs and matching costs including an estimated timetable in which the funds will be required (e.g. personnel, fringe). A budget justification should also be included. You can download a budget form from the SCSGC web page (http://www.cofc.edu/~scsgrant/research/blankbudget.xls).
- Investigators: Attach a curriculum vitae, not exceeding two (2) pages, for each investigator. Include recent publications and previous research experiences for the past three years.

- If SCSGC funds have been awarded previously, provide a one-page summary of the outcomes and enhancements realized through the effort.
- If you are applying for a $30K RGP, you must include a brief statement identifying potential future NASA-related RFPs you will be pursuing as a result of receiving a SCSGC or SC NASA EPSCoR award.
REPORTING REQUIREMENTS
A one page annual report of your project will be due in July 2011. This will include completing a standard project report that is required by NASA. Additionally, the SCSGC reserves the right to review projects and/or require additional reports whenever such actions are deemed necessary or are requested by sources supporting the SCSGC (NASA and the Board of Directors).
