FESTIVAL USA, 1973-1978
1973--Jul. 3--National Endowment for the Arts turns down a request
by the Festival Foundation, Inc. (NY) noting that grants are nearly always
given only for events held in the USA (Walter Anderson, Head of the Music
Program to Harvey Lichtenstein, Director).
–Fall –Christopher Keene, Sara Keene, and Priscilla Morgan visit
the cities of Hudson and Rhinebeck in New York State searching for possible
locations for a festival in the United States (Sara Keene and Priscilla
Morgan).
--before Dec. 31--"Since 1973, Festival Foundation, Inc. has
engaged upon the search for a suitable site and preparations for an American
'edition' of the Spoleto Festival." (final report to NEA on grant
funds expended in 1975)
1974--Jan. 10--Keene, newly created General Director of the Festival
Foundation, and Morgan, Associate Director, meet in DC with Nancy
Hanks, NEA Chairman, and Anderson (Log of Meetings and paid expenses).

–May 17–Anderson notifies Keene informally that the NEA has awarded
$35,000 for auditions in the US and "also to support the feasibility study
necessary to determine a site and program for a continuation of the Spoleto
Festival in the United States as anticipated for the summer of 1976."
--Jun. 29-Jul. 8--Anderson attends Spoleto, Italy.
--Jun. 30--Hanks notifies Morgan that the NEA is granting $35,000
for auditions and for "a feasibility study for a similar Festival as outlined
in your application... dated Mar. 28, 1974..." (i. e. for travel to consider
possible American locations before the end of 1974).
--after Jun. 30 and before Sept. 30--"Several trips to the Carolinas
have been
made to search for a suitable site for the American Festival"
(interim report to NEA signed by Keene and Morgan).
--Sept. 26–Morgan writes Anderson thanking him for going to Mississippi
to consider the University of Southern Mississippi as a possible site for
"Spoleto Festival, USA" and proposes a trip to North Carolina on Oct. 12
"when Christopher's schedule is free" or for Keene and her to go to North
Carolina on their own.
–Nov. 11–Keene "reminded the Directors that our National Endowment
grant hinges on our firm intention to begin in this country. Miss
Morgan told the Board that at Dr. Walter Anderson's invitation..., she
had accompanied him on an exploratory trip to Biloxi, Mississippi and that
future trips to the southeast were being planned including one to North
Carolina. A suggestion was made that perhaps the Festival USA location
should change from year to year. It was agreed that this was an interesting
idea and would be considered. Newport, Rhode Island, connected by
bridges to Boston and Connecticut, and Mystic Seaport were particular locations
mentioned. Mr. Keene reminded the Board of the National Endowment's
preference for bringing the Festival to a culturally deprived area" (Excerpts

1975–Jan. 18–First visit of Keene and Morgan to Charleston (paid receipt

–Jan. 19–Meeting with Keene, Morgan, and Charleston leaders at

--Apr.--Keene visits Charleston to meet with local officials
–May 10–"Mr. Keene and Miss Morgan visited proposed Festival
sites in North and South Carolina. Mr. Keene praised the city of
Charleston, South Carolina for its beauty, facilities, and civic interest
in the Festival. Although Charleston seems to be an ideal location
(Mr. Wadsworth highly recommends it also for its two wonderful theatres,
including a large opera house), Mr. Keene wishes to visit other locales
such as Savannah, Georgia, as well. The goal is to locate a site
where major financial support would come from the state and local governments.
At any rate, 1976 will not be possible for the opening of the American
edition of the Festival, but perhaps May, 1977 will be feasible"

--May 21--Keene visits Charleston; dinner meeting at the Barkley's
at 6:30; President Theodore S. Stern offers College of Charleston facilities
for Spoleto (David Rawle, personal communication based on records kept

–Jun. 11–Hanks notifies Keene that the NEA has approved $35,000
for "administrative and auditioning expenses in the planning of the American
musical participation in the 1975 Spoleto Festival...."
--Jun.–Jul.--Spoleto, Italy, attended by Frances Edmunds (postcard
by Edmunds to Stern postmarked Spoleto, 14 Jul.)
--Jul.--Keene and Priscilla Morgan replaced by David Alger (Administrative
Director); Keene resigns July 13 (Alger to Fred Mayer, May 23, 1975).
--Oct. 16 (weekend after)-–Menotti visited Charleston with Countess
Alicia Paolozzi. Stern makes commitment to use College of Charleston
dormitories to house performers in late May and early June and to provide
other assistance.
–Oct. 21–"Countess Paolozzi, a Director who is very interested
in the proposed ‘Spoleto Festival U. S. A.', and personally gave
$10,000 to get the project started, explained to the Directors that Mrs.
Rufus Barkley of Charleston, South Carolina, had been approached to head
up a Charleston committee. Mrs. Barkley, a former president of the
International
Junior League, would become the co-ordinator for all fund-raising
activities of both organizations. It is hoped that this ‘Spoleto
Festival U. S. A.' would take place in May of 1977.... Resolved that
the President of Festival Foundation, Inc., and Countess Alicia Paolozzi
continue negotiations for a relationship with Charleston, South Carolina,
as to a ‘Spoleto U. S. A.'"
--Nov. 14–-Keene writes Barkley to go ahead with her plans
to organize a local festival. Barkley's initial expense report covered
the period from Nov. 1975-Jan. 15, 1976 (check no. 1001 dated Feb. 12,
1976).
–Dec. 4–Bernard J. Olasov writes Barkley that David Rawle had
"agreed to serve" to coordinate media coverage, that Col. D. D. Nicholson
would coordinate charter flights, and that Tommy Thornhill would coordinate
visual and printed material. Lane, Barkley, Olasov, Rawle, Nicholson,
and Thornhill were to meet Dec. 8 "to start the planning process."
--Dec. 8--Barkley writes Keene, "Gian Carlo and I have reached
a mutual agreement as to my work with Festival Foundation through the Festival
of ‘76 and then we can see where we can go from there." Her earliest
fundraising letter in the Foundation's chron files has the same date.
–Dec. 30--"We determined that... Charleston... would offer a
unique combination
of physical beauty, performing facilities and favorable climate--as
well as satisfying our other requirements.... We currently intend
to present the first Spoleto Festival USA... in May of 1977." (Narrative

I-VI missing; copies have been requested from NEA]).

in Charleston, South Carolina, in May 1977; and (2) audition expenses...."
--Jun.-Jul.-–Spoleto, Italy, attended by Barkley, Lane, and the
Stevensons. "Mrs. Barkley and Mr. Lane have recently returned from
Spoleto..." (Trident News, Aug. 27, 1976, and a workshop was planned for

--Sept. 9–-Festival Foundation Board meets in New York.
--Sept. 13–-Barkley and Lane send a joint letter to the Foundation
Board in an attempt to settle questions about authority and responsibility.
On the same day, Mayor Joseph P. Riley, Jr., Stern, and Rawle met in Stern's
office at the College of Charleston, and Riley asked Stern if he would
be willing to serve as Chairman of the Coordinating Committee (David Rawle,
personal communication based on records kept at the time and on his and
Stern's recollections of what took place).
--Sept. 15-–Christopher T. Clark made Executive Director of the
Festival
Foundation, Inc. (NY)
–Sept. 23–Lane characterized the Foundation Board as "‘totally
lacking in fiscal responsibility and management capability'" (The State,
Sept. 24). He "left the Sept. 9 New York meeting of the Festival Foundation
board of directors ‘in total disgust and disillusionment....'" He explained
that "‘at the meeting in New York I found no commitment on he part of the
Spoleto Board for the Charleston Festival unless it could be used to raise
money to put into a common pool which could have been used to pay off the
debts of Festival Foundation. Specifically I was told that
the total cost of putting on the Charleston festival would have to be raised
and that the box office receipts could not be used to defray the cost of
the Charleston festival.'" He indicated that "he would personally repay
every donor...." Mayor Riley, a member of the Coordinating Committee,
sated "‘it is my opinion that the problems that have arisen can be resolved....'"

--Sept. 24–-Menotti, Bill Beadleston (Foundation Board member),
and Clark visit Charleston to try to reorganize the Festival USA; at a
4:00 meeting in the Bishop Smith House, Mayor Reilly asks Stern to serve
as Chairman of the Steering Committee and interim General Manager, and
Stern accepts. Riley was "acting chairman" in the interim (News &
Courier).
--Sept. 25–Menotti poses for photographs on top of 1 King Street
to publicize Charleston as the site for Spoleto USA (David Rawle, personal
communication based on records kept at the time). [Barkley] writes Riley
that Anderson has suggested Douglas Richardson (Arts Management Consultant
of Phoenix) as an impartial person to make recommendations on reorganization.
--Sept. 26–Mayor Riley has a meeting on Spoleto at the Bishop
Smith House (the residence of the President of the College of Charleston
at 6 Glebe St. (David Rawle, personal communication based on records kept
at the time; News & Courier, Sept. 25, 27, and 28). Menotti,
Clark, Beadleston, and Riley sign a memorandum of agreement prepared by
Charles (Pug) Ravenel agreeing to separate the funding of the two festivals
and providing for Charleston members to serve on the Festival Foundation

15 (News & Courier, Sept. 27 and 28).
